Since the end of the Second World War, and with increasing rapidity in the 1950s and 1960s, Europe's former colonial possessions acquired independence and emerged as new states with new frontiers. That process proved to be immensely difficult both for those who had recently acquired their independence and for those in Latin America and elsewhere who had enjoyed that status for a century or longer. Earlier paradigms of development have either broken down or have been subject to serious modification. The chemistry of development reveals itself as an unstable compound of diverse political, social, cultural, and intellectual elements, not to speak of many that remain primarily economic. The conflicts and institutional interests are so varied that any simple theory of nation building or modernization modeled on past patterns of development in the capitalist West or Communist East seem inadequate. As editor Francis X. Sutton points out, this volume views development in its broad historical complexity, as an organizing principle of governments and international relations, as a set of ideas or ideologies, and as a series of programs and practices. Achieving such goals in a single volume required reaching being the narrow confine of developmentalists as such, to experts in a variety of fields ranging from history to education. The work features a major study by the historian William H. McNeil on "Control and Catastrophe in Human Affairs"; D. Anthony Low on "Development Contexts"; Francis X. Sutton on "Developmental Ideology: Its Emergence and Decline"; John P. Lewis on "Government and National Economic Development"; Mohamed Naciri on "Educational Processes and Access to Knowledge"; and Paul Krugman on "Developing Countries in the World Economy." In each case, the major essay is followed by a sharp analysis and commentary. The work is of intense potential value to international economists, comparative political scientists, and those who stress the important role of volition and culture in the development process. Francis X. Sutton is retired deputy vice president of The Ford Foundation. Since his retirement in 1981, he has served as consultant to the Ford Foundation, the Rockefeller Foundation, and the World Bank. He is the author of The American Business Creed, and wrote the introduction to the new Transaction edition of The Ford Foundation by Dwight Macdonald.

The country experiences indicated that often times, significant shortcomings in the implementation of these programs have occurred and hopefully, this book could be a source of inspiration for the corrective actions needed.

Book excerpt: In developing countries, further progress of irrigation is essential for increasing food security and farmers’ income. However, developing small-scale schemes remains a challenge due to multiple factors that must be taken into consideration, such as diversity of small-scale schemes, a large number of water users, social disharmony over the water use, varying water demands of multi-cropping systems, heterogeneity of equipment over the scheme. Furthermore, on-farm irrigation development has a major role in enhancing Agricultural Water Management (AWM). The previous development methods considered the improvement of single-factor productivity, but agriculture is undergoing a global shift from the single objective of outputs (such as yield or net income) to multiple objectives of increasing outputs while conserving natural resources. Many pathways towards enhancement of Water Productivity (WP) are directly related to improving overall farm agronomic management (irrigation, fertilization, plant density, plant protection, etc.), while external measures must be applied to ensure sustainability of introduced good practices (lack of input markets, scarce knowledge, poor infrastructures, water regulations, etc.). Thus introducing irrigation practices to farmers must undergo a step-wise process to ensure that costs do not outweigh achievable benefits, and both institutional and technical environment are capable to sustain results. This is the case in smallholders’ schemes, where farmers are poorly resourced. In order to address these issues, the current policy guide presents a combined methodology, which involves practical experiences drawn from FAO work in the three countries as well as researchers’ results to line up a set of feasible measures to improving WP.

Book excerpt: In recent years, authoritarian states in the Middle East and North Africa have faced increasing international pressure to decentralize political power. Decentralization is presented as a panacea that will foster good governance and civil society, helping citizens procure basic services and fight corruption. Two of these states, Jordan and Morocco, are monarchies with elected parliaments and recent experiences of liberalization. Morocco began devolving certain responsibilities to municipal councils decades ago, while Jordan has consistently followed a path of greater centralization. Their experiences test such assumptions about the benefits of localism. Janine A. Clark examines why Morocco decentralized while Jordan did not and evaluates the impact of their divergent paths, ultimately explaining how authoritarian regimes can use decentralization reforms to consolidate power. Local Politics in Jordan and Morocco argues that decentralization is a tactic authoritarian regimes employ based on their coalition strategies to expand their base of support and strengthen patron-client ties. Clark analyzes the opportunities that decentralization presents to local actors to pursue their interests and lays out how municipal-level figures find ways to use reforms to their advantage. In Morocco, decentralization has resulted not in greater political inclusivity or improved services, but rather in the entrenchment of pro-regime elites in power. The main Islamist political party has also taken advantage of these reforms. In Jordan, decentralization would undermine the networks that benefit elites and their supporters. Based on extensive fieldwork, Local Politics in Jordan and Morocco is an important contribution to Middle East studies and political science that challenges our understanding of authoritarian regimes’ survival strategies and resilience.
