Even its political corruption--extending from French governors for whom office was exploitable property through the "Louisiana Hayride" following the death of Huey Long--seems to have had a glamorous side. Handing the colony of Louisiana back and forth between their empires, the French and Spanish left a legacy that lives in such forms as the architecture of the Vieux Carre and a civil law deriving from the Napoleonic Code. Acadian refugees, German farmers, black slaves and free blacks, along with Italians, Irish, and the "Kaintucks" who helped Andrew Jackson win the Battle of New Orleans added to the state's distinctiveness. Made rich by sugar cane, cotton, and Mississippi River commerce before the Civil War, Louisiana faced poverty afterward. Battles between Bourbon Democrats and Reconstruction Republicans followed, ultimately involving the Custom House Ring and the Knights of the White Camelia. By methods that remain controversial, Huey Long ended "government by gentlemen" with economic transformations other had sought. Gas, oil, and industrialization have additionally "Americanized" the state. Something of Louisiana's historic joie de vivre remains, however, to the gratification of residents and visitors alike; both will enjoy Joe Gray Taylor's telling of the story.

History, location, and culture continue to link it to France while distancing it culturally and symbolically from the United States. This book explores the traces of French language, history, and artistic expression that have been present there over the last three hundred years. This volume focuses on the French, Spanish, and American colonial periods to understand the imprint that French socio-cultural dynamic left on the Crescent City. The migration of Acadians to New Orleans at the time the city became a Spanish dominion and the arrival of Haitian refugees when the city became an American territory oddly reinforced its Francophone identity. However, in the process of establishing itself as an urban space in the Antebellum South, the culture of New Orleans became a liability for New Orleans elite after the Louisiana Purchase. New Orleans and the Caribbean share numerous historical, cultural, and linguistic connections. The book analyzes these connections and the shared process of creolization occurring in New Orleans and throughout the Caribbean Basin. It suggests “French” New Orleans might be understood as a trope for unscripted “original” Creole social and cultural elements. Since being Creole came to connote African descent, the study suggests that an association with France in the minds of whites allowed for a less racially-bound and contested social order within the United States.

Book excerpt: In order to win the famous battle of New Orleans, Andrew Jackson believed that it was necessary to declare martial law and suspend the writ of habeas corpus. In doing so, he achieved both a great victory and the notoriety of being the first American general to ever suspend civil liberties in America. Andrew Jackson and the Politics of Martial Law tells the history of Jackson's use of martial law and how the controversy surrounding it followed him throughout his life. The work engages the age-old controversy over if, when, and who should be able to subvert the Constitution during times of national emergency. It also engages the continuing historical controversy over Jackson's political prowess and the importance of the rise of party politics during the early republic. As such, the book contributes to both the scholarship on Jackson and the legal and constitutional history of the intersection between the military and civilian spheres. To fully understand the history of martial law and the subsequent evolution of a theory of emergency powers, Matthew Warshauer asserts, one must also understand the political history surrounding the discussion of civil liberties and how Jackson's stature as a political figure and his expertise as a politician influenced such debates. Warshauer further explains that Abraham Lincoln cited Jackson's use of the military and suspension of civil liberties as justification for similar decisionsduring the Civil War. During both Jackson's and Lincoln's use of martial law, critics declared that such an action stood in opposition to both the Constitution and the nation's cherished republican principles of protecting liberty from dangerous power, especially that of the military. Supporters of martial law insisted that saving the nation became the preeminent cause when the republic was endangered. Atthe heart of such arguments lurked the partisan maneuvering of opposing political parties. Andrew Jackson and the Politics of Martial Law is a powerful examination of the history of martial law, its first use in the United States, and the consequent development of emergency powers for both military commanders and presidents.

Book excerpt: Louisiana Creole Literature is a broad-ranging critical reading of belles lettres—in both French and English—connected to and generally produced by the distinctive Louisiana Creole peoples, chiefly in the southeastern part of the state. The book covers primarily the nineteenth and twentieth centuries, the flourishing period during which the term Creole had broad and contested cultural reference in Louisiana. The study consists in part of literary history and biography. When available and appropriate, each discussion—arranged chronologically—provides pertinent personal information on authors, as well as publishing facts. Readers will find also summaries and evaluation of key texts, some virtually unknown, others of difficult access. Brosman illuminates the biographies and works of Kate Chopin, Lafcadio Hearn, George Washington Cable, Grace King, and Adolphe Duhart, among others. In addition, she challenges views that appear to be skewed regarding canon formation. The book places emphasis on poetry and fiction, reaching from early nineteenth-century writing through the twentieth century to selected works by poets still writing in the early twenty-first century. A few plays are treated also, especially by Victor Séjour. Louisiana Creole Literature examines at length the writings of important Francophone figures, and certain Anglophone novelists likewise receive extended treatment. Since much of nineteenth-century Louisiana literature was transnational, the book considers Creole-based works which appeared in Paris as well as those published locally.
