Book excerpt: This book re-evaluates the role of local agency and provides a new perspective to the political, social and cultural history of state formation, taking a microhistorical approach and through close analysis of archival sources between 1550 to 1700. The backcountry of the Republic of Genoa is a laboratory for gauging the weight and significance of two elements which, according to Charles Tilly and other scholars, have characterized the construction of the modern state: judicial administration and fiscal extraction. The instruments employed in this respect were arbitration and compensation. Interactions between center and periphery occurred within a stratified and discontinuous fabric of fluid jurisdictions and segmented residential topographies, which constituted spaces of mediation. Such spaces were generated by conflicts between kin groups (feuds and factional alignments) and managed both by Genoese officials and by local notables and notaries, who translated a whole set of local practices into judicial procedures. This book offers a rich contextualization of material life, family relationships, economic activities, and power struggles in a corner of the Mediterranean world that was extremely important, but about which very little has been published in English.

Furthermore, historians have usually viewed the Ancien régime aristocracies and colonial elites as social groups with entirely irrational or completely apathetic attitudes towards the management of their estates. This book constitutes the first attempt to analyse the question in a more critical and historical way. It takes a directly comparative approach, covering countries from Peru to Russia and from Naples to England in the early modern period and up to the end of the 18th century. The rationale of how these elites administered their patrimonies, its political, social and sometime moral dimensions, and the real effects of all this on economic development are considered here as key aspects for a better understanding of economic life. The result is a quite different picture in which economic history is also seen as the outcome of human actions in their own social and political context.

Using legal, business and personal records, the essays in this volume examine the impact of failure on business organizations and practices, capital formation and circulation, economic institutions and ethics, and human networks and relations in the so-called "transition" to modern society, from the early-sixteenth to the early-nineteenth century. One group of essays concentrates on the German-speaking world and shows a common concern for the microeconomics of bankruptcy, that is, for such issues as the structure of the firm, the nature of its capital, and the practices of its partners, especially their assessment of risk. Another group of essays shifts the focus from Central to Western and Northern Europe and away from the microeconomics of the early modern firm to an institutional consideration of bankruptcy. The final group of essays turns to Southern Europe, especially the Mediterranean basin, to assess bankruptcy not as an unfortunate result of crisis, but as an intentional response to crisis. All of the contributions are the result of original research; many of the scholars publish in English for the first time. However, the nature of this concept seems to be ambiguous and has been defined with multiple nuances. Needless to say, communication in the Middle Ages was usually accomplished by personal presence, contact, and interaction, including conflict and its settlement. In this sense, the process of communication often comprised symbolic and ritual action. In response to concerns about the study of political communication, it should be emphasised that communication may confirm and spread certain fundamental ideas, social values and norms, bringing about certain patterns of behaviour and mentality that can be shared by members of the political body and community. The authors of these essays discuss the characteristics of political communication in medieval and early modern Europe by highlighting two aspects: ‘ritual and symbolic communication’, and ‘conflict, feuds and communication’.

Using data from the archives of the Venetian Terraferma, and compared with information available for elsewhere in Europe, Guido Alfani and Matteo Di Tullio demonstrate that the rise of the fiscal-military state served to increase economic inequality in the early modern period. Preindustrial fiscal systems tended to be regressive in nature, and increased post-tax inequality compared to pre-tax - in contrast to what we would assume is the case in contemporary societies. This led to greater and greater disparities in wealth, which were made worse still as taxes were collected almost entirely to fund war and defence rather than social welfare. Though focused on Old Regime Europe, Alfani and Di Tullio's findings speak to contemporary debates about the roots of inequality and social stratification.

For the time before the emergence of nation-states, however, it is convenient to think in European cases, which indicate instability or cooperation in these zones of contact. Three representative geographic regions have been central to an international conference, which was questioning the specificities of zones of fracture. Poland-Lithuania has been linked with two zones (the Baltic Sea and the Balkans). The Northern Italian States were situated between two tectonic regions (the Balkans and the Rhine valley). The Balkans by themselves were divided into various mini zones, and confronted with the Ottoman Empire. The panels did not only try to look for comparisons, but intended to find out the complexity and the different experiences within zones of frontiers in an European context. The overlapping of various lines, especially in the fields of law, taxes and the Church has been brought into sharper focus.
