Deliberately disguising or silencing their most intimate thoughts and emotions, many early modern Europeans besides Descartes-princes, courtiers, aristocrats and commoners alike-chose to practice the shadowy art of dissimulation. For men and women who could not risk revealing their inner lives to those around them, this art of incommunicativity was crucial, both personally and politically. Many writers and intellectuals sought to explain, expose, justify, or condemn the emergence of this new culture of secrecy, and from Naples to the Netherlands controversy swirled for two centuries around the powers and limits of dissimulation, whether in affairs of state or affairs of the heart. This beautifully written work crisscrosses Europe, with a special focus on Italy, to explore attitudes toward the art of dissimulation in the sixteenth and seventeenth centuries. Discussing many canonical and lesser-known works, Jon R. Snyder examines the treatment of dissimulation in early modern treatises and writings on the court, civility, moral philosophy, political theory, and in the visual arts.

The first conceives of Europe's past teleologically, as a process by which certain values (Christian ethics, individualism, capitalism, tolerance, republicanism, due process, etc.) were affirmed and came to define European culture. The second approach rejects the discourse on values emphasizes the post-Enlightenment emergence of the concept of Europe, and the political and ideological implications in its continuous redefinitions (and re elaborations) during the past two or more centuries. This volume offers new approaches that integrate the long temporal dimension of the values-based approach, albeit devoid of its teleological element, with the "constructivist" interpretation.

For the time before the emergence of nation-states, however, it is convenient to think in European cases, which indicate instability or cooperation in these zones of contact. Three representative geographic regions have been central to an international conference, which was questioning the specificities of zones of fracture. Poland-Lithuania has been linked with two zones (the Baltic Sea and the Balkans). The Northern Italian States were situated between two tectonic regions (the Balkans and the Rhine valley). The Balkans by themselves were divided into various mini zones, and confronted with the Ottoman Empire. The panels did not only try to look for comparisons, but intended to find out the complexity and the different experiences within zones of frontiers in an European context. The deep feuds among the Empire, the Churches unified by Roman papacy and the flourishing cities gave rise to very new legal ideas with the strong cooperation of the universities, beginning with that of Bologna. The teaching of Roman law and of the new papal laws, which quickly spread all over Europe, built up a professional group of lawyers and notaries which shaped the new, 'modern', public institutions, including efficient courts (like the Inquisition). Politically divided, Italy was partly unified by the legal system, so-called (Continental) common law (ius commune), which became a pattern for all of Europe onwards. Book excerpt: The emergence of the state in Europe is a topic that has engaged historians since the establishment of the discipline of history. Yet the primary focus of has nearly always been to take a top-down approach, whereby the formation and consolidation of public institutions is viewed as the outcome of activities by princes and other social elites. Yet, as the essays in this collection show, such an approach does not provide a complete picture. By investigating the importance of local and individual initiatives that contributed to state building from the late middle ages through to the nineteenth century, this volume shows how popular pressure could influence those in power to develop new institutional structures. By not privileging the role of warfare and of elite coercion for state building, it is possible to question the traditional top-down model and explore the degree to which central agencies might have been more important for state representation than for state practice. The studies included in this collection treat many parts of Europe and deal with different phases in the period between the late middle ages and the nineteenth century. Beginning with a critical review of state historiography, the introduction then sets out the concept of 'empowering interactions' which is then explored in the subsequent case studies and a number of historiographical, methodological and theoretical essays. Taken as a whole this collection provides a fascinating platform to reconsider the relationships between top-down and bottom-up processes in the history of the European state.
