Book excerpt: Since 1939, the U.S. government, using the National Defense Stockpile (NDS), has been stockpiling critical strategic materials for national defense. The economic and national security environments, however, have changed significantly from the time the NDS was created. Current threats are more varied, production and processing of key materials is more globally dispersed, the global competition for raw materials is increasing, the U.S. military is more dependent on civilian industry, and industry depends far more on just-in-time inventory control. To help determine the significance of these changes for the strategic materials stockpile, the Department of Defense asked the NRC to assess the continuing need for and value of the NDS. This report begins with the historical context of the NDS. It then presents a discussion of raw-materials and minerals supply, an examination of changing defense planning and materials needs, an analysis of modern tools used to manage materials supply chains, and an assessment of current operational practices of the NDS.

A number of limitations of the existing approach are discussed. For example, the basic planning approach does not consider the likelihood of an emergency. This omission is justified only if substitution is not possible. Yet, there is evidence that the economy is capable of a flexible response to an emergency. Thus, an approach is suggested which explicitly accounts for the likelihood of an emergency. Currently the demand for strategic materials is estimated using a model of a peacetime market economy with only a limited allowance made for substitution in production. The estimates the supply of strategic materials may also be inadequate as the current procedure ignores the use of price mechanism to activate increases in supply. A major conclusion is that the variegated nature of strategic materials seems to imply that a more detailed analysis of each material's demand and supply characteristics be accomplished before a stockpile decision is made. It provides a close examination of cobalt, chromium, manganese, and titanium, their importance to the defense industry and the possible impact of a materials shortage on the U.S. economy and national security. To reduce America's vulnerability, a policy that integrates strategic materials, national security, foreign policy, and economic issues should be implemented. Specific findings and recommendations are presented at the end of the study.
