Book excerpt: INTRODUCTION History of the Fishery Catches of northern cod increased during the 1960s to a peak of over 800,000 t in 1968, declined steadily to a low of 140,000 t in 1978, increased to about 240,000 t through much of the 1980s, and then declined rapidly in the early 1990s in advance of a moratorium on directed fishing in 1992 (Fig. [...] The Scientific Council of the Northwest Atlantic Fisheries Organization (NAFO) reported that the annual catches of cod by non-Canadian fleets outside the 200 nautical mile limit on the Nose of the Grand Bank (Div. [...] The offshore biomass of cod has increased in most of the stock area in the past decade, except in southern 3L. Book excerpt: A conservation limit reference point (LRP) was established for Northern cod in 2010 (DFO 2010) and is defined as the average spawning stock biomass (SSB) during the 1980s. This reference point defines the boundary between the critical and cautious zones within the Precautionary Approach (PA) framework (DFO 2009) and defines the stock level below which serious harm is occurring. The most recent full assessment (March, 2013) concluded that the spawning stock biomass (SSB) in 2012 was 15% of the LRP. A subsequent stock update (March 2014) with additional data from 2013 indicated the three-year average (2011-13) SSB at that time was 18% of the LRP; at these levels the stock is considered to have suffered serious harm and the ability to produce good recruitment is seriously impaired. The scientific advice from the most recent full assessment (DFO 2013) and subsequent stock update (DFO 2014) stated that removals should be kept low to promote stock growth.

Book excerpt: The status of the 2J+3KL cod stock is updated based on catch rates from the re-opened fishery in the inshore and an additional year of research bottom-trawl surveys, prerecruit surveys, acoustic surveys in specific areas, sentinel surveys and returns from tagging studies. The size of the stock as a whole and the size of incoming year-classes remain low relative to levels in the 1980s. On the basis of the current distribution of fish and new information on genetics, it was concluded that information on stock status should be provided for the inshore and offshore separately. In the offshore, biomass remains extremely low. There are very few fish larger than 50 cm and older than age 5. In the inshore, sentinel surveys and the commercial fishery have found very few fish in 2J and north of White Bay in 3K. From White Bay to the southern boundary of the stock, fish exist in sufficient density to enable moderate to high catch rates in some times and places. Catch rates in the gillnet sentinel surveys increased from 1995 to 1998 and declined by half from 1998 to 1999. The biomass calculated from tag returns and catches was estimated to be at most 55,000 t in the inshore of 3K and northern 3L. An estimate could not be produced for southern 3L because of the strong seasonal contribution of fish from 3Ps.

Book excerpt: The collapse of cod, flounder, and haddock fish stocks in the Northeast United States has caused widespread concern among managers and fishers in the United States and Canada. The diminishing stocks have forced managers to take strict regulatory measures. Numerous questions have been raised about the adequacy of stock assessment science used to evaluate the status of these stocks and the appropriateness of the management measures taken. Based on these concerns, Congress mandated that a scientific review of the methodology and data used to evaluate these stocks be conducted. In this volume, the committee concludes that although there are improvements to be made in data collection, modeling uncertainty, and communicating between fishers, managers, and scientists, the scientific methods used in the Northeast stock assessments are sound. Recommendations are made on how the stock assessment process can be improved.
