The short course certificate is issued to those who have completed the short course in the normal schools of the state, the normal training course in high schools of the state that have been approved by the state board of education, and to those who have completed in other schools of the state a course of study that is, in the judgment of the state board of education, equivalent to the short course offered in the normal schools. This certificate is valid for three years and may be renewed once; it is equivalent to a first grade certificate in the payment of salaries and is valid in all the grades of the elementary schools.
