Book excerpt: Large U.S. steelmakers, suffering from aging physical plants, import competition, rising costs, and declining demand, have steadily reduced their production capacity since 1974. Numerous firms have failed, and the future is bleak for many of those remaining. There is one bright spot in the U.S. steel industry, however: minimills—small-scale plants producing steel from scrap instead of iron ore. While Big Steel has been shrinking, minimills have been growing, and they now turn out about one-fifth of the raw steel produced in the United States. In this study, Donald F. Barnett and Robert W. Crandall present a comprehensive survey of U.S. minimills—their operations, methods, costs, growth, and competitiveness. They show that by constantly reducing costs through more efficient facilities and incentives for labor productivity and by steadily expanding the array of products offered, minimills will likely account for 40 percent of the U.S. steel market by the end of the century. Indeed, the minimills have been nearly as important as imports in contributing to the decline of the large, integrated producers. Despite a number of failures, minimills have out-performed larger steel companies on the stock market and have continued to attract investment capital more easily. Minimills, the authors conclude, do not require trade protection to survive and in fact are highly competitive with all other steel producers.

Book excerpt: A primary function of trade policy is to restrict imports to benefit the targeted domestic sector. However, a well-established theoretical literature highlights that the form of trade policy (e.g., quotas versus tariffs) can have a significant impact on how much trade policy affects firms' abilities to price above marginal cost (i.e., market power). The US steel industry provides an excellent example to study these issues, as it has received many different types of trade protection over the past decades. We model the US steel market and then use a panel of data on major steel products from 1980 through 2006 to examine the effects of various trade policies on the steel market. We find that the US steel market is very competitive throughout our sample with the exception of the period in which they received comprehensive voluntary restraint agreements (i.e., quotas) and were able to price substantially above marginal cost. All other forms of protection were in tariff form and had little effect on market power, consistent with prior theoretical literature on the nonequivalence of tariffs and quotas. We also find evidence that market power eroded over time in steel products where mini-mill producers gained sizeable market share, highlighting the role of technology in the market as well.

The rapid growth of steel production and demand in China is widely considered as a major cause of the increases in both steel prices and the prices of steel-making inputs. Steel companies have achieved much greater pricing power, in part through an ongoing consolidation of the industry. Most of the integrated side of the industry, nearly half of U.S. production, is controlled by just two companies: U.S. Steel, the traditional industry leader, and Mittal Steel, itself the result of multiple international mergers. Moreover, Mittal in 2006 merged with the global number-two producer, Arcelor. Nucor and Gerdau have been active major consolidators of U.S. minimill production. U.S. steel production in 2005 was 104.6 million tons, a 5% decline from the high level of 2004. The net decline in output was mainly on the integrated side of the industry, which has continuously lost share. Imports also fell from the high level of 2004, although they rebounded by nearly 50% in early 2006. Input prices, especially ferrous scrap and iron ore, remain high and have contributed to higher production costs, which have been largely passed along to industrial consumers. The growth of China contributed to a large increase in demand for both steel and steel-making inputs. China has become both the world's largest steel-maker and steel consumer. This new book presents the latest analyses on this critical industry.

Book excerpt: The hot rolling technology is the most widely used method of shaping metals and is particularly important in the manufacture of steel for use in construction and other industries. In metalworking, rolling is a metal forming process in which metal stock is passed through a pair of rolls. Rolling is classified according to the temperature of the metal rolled. If the temperature of the metal is above its re crystallization temperature, then the process is termed as hot rolling. The hot mills using plain rolls were already being employed by the end of the seventeenth century. But the industrial revolution in the nineteenth century saw a new horizon in steel making process, with the considerably expanded markets for rods, rails and structural section, provided further impetus to the development of hot rolling. The basic use of hot rolling mills is to shape up the larger pieces of billets and slabs into narrow and desired forms. These metal pieces are heated over their re crystallization temperature and are then moved between the rollers so as to form thinner cross sections. Hot rolling mill thus helps in reducing the size of a metal thereby molding it into the desired form and shape. Rolling mills perform the function to reform the metal pieces such as billet and ingot whilst maintaining its well equipped micro structure into bar, wire, sheet, strip, and plate. Hot rolled products are frequently categorized into plain carbon, alloy, high strength alloy, dual phase, electrical and stainless steels.
