Increased use of stealth technology is proposed by many to be the major element in efforts to enhance survivability for future systems. Others, however, suggest that the high cost and maintenance required of stealth technology make increased speed potentially more productive. To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.

Book excerpt: CSIS's The Future of Military Engines looks at the state of the U.S. military engine industrial base and the choices confronting policymakers at the Department of Defense (DoD). The military engine industrial base is closely tied to the industrial base for commercial engines. U.S. engine providers use many of the same facilities and largely the same supply chain for military and commercial engines. The ability to leverage commercial supply chains is critical because supply chain quality underlies the performance advantage of U.S. military engines, both for individual aircraft and military aircraft fleets. International competitors such as Russia and China are seeking to overtake the U.S. in engines. However, the current U.S. advantage is sustainable if it is treated as a national priority. Many military aircraft, especially fighters, require engines with important differences from commercial aircraft. They fly different flight profiles and perform different jobs. These differences mean that while DoD can leverage the commercial engine industrial base, it must also make investments to sustain the industrial base’s unique military components. In the next few years, DoD investment in military engines is projected to decrease significantly, particularly for R&D. This presents a challenge as military-unique engineering skills are highly perishable. Four major policy choices confront DoD as it formulates its investment approach to military engines going forward: 1) Priority, 2) Resources, 3) Business Model, and 4) Competition. The DoD is at an inflection point for engine investment, and the time for choosing on these four key policy questions will come in the next few years.

Their angular shape, making them look like flying origami, rendered them virtually undetectable. Each aircraft was more than 60 feet in length and with a wingspan of 40 feet, yet its radar footprint was the size of a ball bearing. Here was the first extensive combat application of Stealth technology. And it was devastating. Peter Westwick's new book illuminates the story behind these aircraft, the F-117A, also known as the Stealth Fighter, and their close cousin the B-2, also known as the Stealth Bomber. The development of Stealth unfolded over decades. Book excerpt: The purpose of this thesis is to introduce three concepts into the ongoing debate concerning the procurement of fourth-generation stealth aircraft such as the F/A-22 and Joint Strike Fighter (JSF). Even though an understanding of them is essential for military and civilian policy makers to formulate informed decisions about future aircraft procurement, the following points are frequently absent in discussions of stealth technology. First, advances in stealth technology have shifted it away from a primary to a secondary, although indispensable, aircraft characteristic. Stealth is no longer a stand-alone feature, but an essential system within the entire combat aircraft system. Second, a system of systems that continuously matures, through either evolutionary improvements or the incorporation of other systems, can maintain a continuing margin of advantage over counter-technologies. This statement is particularly true for fourth-generation stealth aircraft. Last, the cost and effort required to counter a system of systems is significantly greater than that required to counter a single technology because an effective counter must defeat multiple components within the system to render it ineffective. Thus, the integration of stealth into an aircraft's system can impose an opportunity cost on adversaries that either exceeds their means or significantly hampers their nation's offensive capabilities. Fully understanding these three concepts and incorporating them into current acquisitions and defense policy debates will more clearly articulate the strategic importance of continuing to develop and employ advanced stealthy aircraft. A failure to acquire these weapon systems will significantly affect America's military capabilities and in turn, the negative strategic impact on the United States will result in a relative strategic advantage for America's adversaries.
