Book excerpt: House Report 104-131 to the National Defense Authorization Act for Fiscal Year 1996 expressed concerns about the absence of a procurement program to modernize the M1 tank fleet beyond the upgrade of existing tanks and to address new tank threats that are appearing. The report requested that the General Accounting Office(GAO) determine whether the (1) current readiness level of the M1 tank is adequate to meet its war-fighting requirements; (2) operating condition of the tanks at the National Training Center (NTC) is adequate to meet training requirements; and (3) change in repair parts funding has adversely affected uuit maintenance. The GAO was also asked to report on the status of the Army's proposed M1 tank overhaul program, which is referred to as the Abrams Integrated Management XXI (AIM XXI) program. The Army started fielding the M1 Abrams tank (the Army's main battle tank) in the early 1980s. Table 1 shows as of October 1995, there were about 7,600 M1s (in various configurations) in active and reserve Army and Marine Corps units and war reserve and prepositioned storage sites. Since the initial fielding, the Ml has undergone several modernization and enhancement upgrades.

For combat vehicles, it presents not only an important opportunity to reduce fuel use and associated logistics, but also important advantages in transport and mobility on the battlefield. Although there have been numerous efforts in the past to reduce the overall weight of combat vehicles, combat vehicle weight has continued to increase over time due to new threats and missions. On December 8 and 9, 2014, the National Academies of Sciences, Engineering, and Medicine held a workshop to explore opportunities in lightweight materials for armored vehicles. This was the ninth workshop in an ongoing series for the U.S. military on materials and manufacturing issues. The workshop discussed future advances in weight reduction by materials substitution for vehicles, including such topics as armor, structure, automotive parts, and armaments. This publication summarizes the presentations and discussions from the workshop.

The notion of deliberately committing tanks to urban combat is anathema to most. In "Breaking the Mold: Tanks in the Cities," Ken Gott disproves that notion with a timely series of five case studies from World War II to the present war in Iraq. This is not a parochial or triumphant study. These cases demonstrate that tanks must do more than merely "arrive" on the battlefield to be successful in urban combat. From Aachen in 1944 to Fallujah in 2004, the absolute need for specialized training and the use of combined arms at the lowest tactical levels are two of the most salient lessons that emerge from this study. When properly employed, well-trained and well-supported units led by tanks are decisive in urban combat. The reverse also is true. Chechen rebels taught the Russian army and the world a brutal lesson in Grozny about what happens when armored units are poorly led, poorly trained, and cavalierly employed in a city. The case studies in this monograph are high-intensity battles in conflicts ranging from limited interventions to major combat operations. It would be wrong to use them to argue for the use of tanks in every urban situation. As the intensity of the operation decreases, the 2nd and 3rd order effects of using tanks in cities can begin to outweigh their utility. The damage to infrastructure caused by their sheer weight and size is just one example of what can make tanks unsuitable for every mission. Even during peace operations, however, the ability to employ tanks and other heavy armored vehicles can be crucial. "Breaking the Mold" provides an up-to-date analysis of the utility of tanks and heavy armored forces in urban combat. The U.S. Army will increasingly conduct combat operations in urban terrain, and it will be necessary to understand what it takes to employ tanks to achieve success in that battlefield environment.
