This book was released on 2009 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: On April 3, 2008, the Sec. of Commerce announced significant changes to how the Census Bureau would conduct non-response follow-up, in which census workers interview households that do not return census forms for the 2010 decennial census, and to its Field Data Collection Automation (FDCA) contract. The Bureau has since issued a redesigned plan to conduct a paper-based follow-up operation, a 2010 Census project schedule, and is working on revising the FDCA contract. These are major changes late in the decennial census cycle. This testimony discusses: (1) the Bureau¿s plans for conducting a paper-based non-response follow-up operation; (2) mgmt. of the FDCA contract and its latest cost estimate; and (3) the status of the 2010 project schedule.

Book excerpt: On April 3, 2008, the Secretary of Commerce announced significant changes to how the Census Bureau (Bureau) would conduct nonresponse follow-up, its largest field operation, in which census workers interview households that do not return initial census forms for the 2010 decennial census, and to its Field Data Collection Automation (FDCA) contract. The Bureau has since issued a redesigned plan to conduct a paper-based follow-up operation, an integrated 2010 Census project schedule, and is working on revising the FDCA contract. These are major changes late in the decennial census cycle. This testimony discusses (1) the Bureau's plans for conducting a paper-based nonresponse follow-up operation, (2) management of the FDCA contract and its latest cost estimates, and (3) the status of the Bureau's integrated 2010 project schedule. This testimony is based on past work, recent interviews with Bureau officials, and a review of redesign documents.

Book The 2010 Census

Book excerpt: The Bureau of the Census Director's constitutional mandate to enumerate the U.S. population every 10 years has been summarized with deceptive simplicity: count each person whose usual residence is in the United States; count the person only once and count him or her at the right location. In reality, the attempt to find all U.S. residents and correctly enumerate them is increasingly complicated, expensive and it attracts congressional scrutiny. This book discusses the major innovations that were planned for the 2010 census; problems encountered, issues of census accuracy, coverage and fairness and the present status of census operations.

Book excerpt: Assessing the accuracy of the census is essential given that census data are used to apportion seats in Congress, to redraw congressional districts, and for many other public and private purposes. The Census Bureau's (CB) Census Coverage Measurement program (CCM) is to assess the accuracy of the 2010 Census and improve the design of operations for the 2020 Census. In April 2008, a report was issued that recommended that the CB identify how it would relate CCM results to census operations to improve future censuses. This report examined: (1) the status of CCM planning; and (2) the effects of design decisions since the April 2008 report. Charts and tables. This is a print on demand edition of an important, hard-to-find publication.

Book 2010 Census Little Time Remains to Address Operational Challenges

Download or read book 2010 Census Little Time Remains to Address Operational Challenges written by Robert Goldenkoff and published by DIANE Publishing. This book was released on 2009-12 with total page 21 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Census Bureau has insufficient policies and procedures and inadequately trained staff for conducting high-quality cost estimation for the decennial census. Lacking plans for the development of both non-response follow-up and the management system, the Bureau faces the risk of not having them developed and fully tested in time for the 2010 Census. The Bureau faces long-standing challenges with the nation's linguistic diversity and privacy concerns, which can contribute to the under-counting of some groups. With just over a year remaining until Census Day, uncertainties surround the Bureau's overall readiness for 2010. Illustrations.

Book excerpt: Although the U.S. Census Bureau generally completed the field data collection phase of the 2010 Census consistent with its operational plans, at $13 billion, 2010 was the costliest census in the nation's history. Moving forward, it will be important to both refine existing operations as well as to address long-standing issues such as securing participation and escalating costs. This report reviews: (1) the conduct of non-response follow-up, where enumerators collect data from households that did not return their census forms; (2) the implementation of other field operations critical to a complete count; and (3) potential re-examination areas that could help produce a more cost-effective 2020 Census. Book Census 2010 Census at Critical Juncture for Implementing Risk Reduction Strategies

Download or read book Census 2010 Census at Critical Juncture for Implementing Risk Reduction Strategies written by Matthew Scire and published by DIANE Publishing. This book was released on 2008-08 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2007, the U.S. Census Bureau estimated the 2010 Census would cost $11.5 billion, including $3 billion on automation and technology. At a March hearing, the Dept. of Commerce stated that the Field Data Collection Automation program was likely to incur significant cost overruns and announced a redesign effort. At that time, the 2010 Decennial Census was designated as high risk, citing long-standing concerns in managing information technology (IT) investments and uncertain costs and operations. This testimony describes the implications of redesign for: (1) dress rehearsal and decennial operations; (2) IT acquisitions management; and (3) Decennial Census costs. Includes recommendations. Charts and graphs.

Book Reengineering the 2010 Census

Download or read book Reengineering the 2010 Census written by National Research Council and published by National Academies Press. This book was released on 2004-04-25 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: At the request of the U.S. Census Bureau, the National Research Council's Committee on National Statistics established the Panel on Research on Future Census Methods to review the early planning process for the 2010 census. This new report documents the panel's strong support for the major aims of the Census Bureau's emerging plan for 2010. At the same time, it notes the considerable challenges that must be overcome if the bureau's innovations are to be successful. The panel agrees with the Census Bureau that implementation of the American Community Survey and, with it, the separation of the long form from the census process are excellent concepts. Moreover, it concurs that the critically important Master Address File and TIGER geographic systems are in dire need of comprehensive updating and that new technologies have the potential to improve the accuracy of the count. The report identifies the risks and rewards of these and other components of the Census Bureau's plan. The report emphasizes the need for the bureau to link its research and evaluation efforts much more closely to operational planning and the importance of funding for a comprehensive and rigorous testing program before 2010.

As requested, The Government Accountability Office (GAO) examined (1) the Bureau's use of scheduling tools to maintain and monitor progress and (2) the status of two systems key to field data collection: the control system the Bureau will use to manage the work flow for paper-based operations, including nonresponse follow-up, and the system used to manage quality control of two major field operations. GAO applied schedule analysis tools; reviewed Bureau evaluations, planning documents, and other documents on work flow management; and interviewed Bureau officials.

Download or read book 2010 Census written by Robert Goldenkoff and published by DIANE Publishing. This book was released on 2011-05 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Census Bureau (Bureau) puts forth tremendous effort to conduct a complete and accurate count of the nation's population and housing; yet some degree of error in the form of persons missed, duplicated, or counted in the wrong place is inevitable due to the complexity in counting a large and diverse population. The Bureau designed two operations, Coverage Follow-up (CFU) and Field Verification (FV), to reduce certain types of counting, or coverage, errors in the 2010 Census. This report assessed: (1) the extent to which the Bureau completed CFU and FV on schedule and within estimated cost; and (2) the implications of their key design elements for improving coverage. Book Experimentation and Evaluation Plans for the 2010 Census

Download or read book Experimentation and Evaluation Plans for the 2010 Census written by National Research Council (U.S.). Panel on the Design of the 2010 Census Program of Evaluations and Experiments and published by National Academies Press. This book was released on 2008 with total page 109 pages. Available in PDF, EPUB and Kindle. Book excerpt: For the past 50 years, the Census Bureau has conducted experiments and evaluations with every decennial census involving field data collection during which alternatives to current census processes are assessed for a subset of the population. An "evaluation" is usually a post hoc analysis of data collected as part of the decennial census processing to determine whether individual steps in the census operated as expected. The 2010 Program for Evaluations and Experiments, known as CPEX, has enormous potential to reduce costs and increase effectiveness of the 2020 census by reducing the initial list of potential research topics from 52 to 6. The panel identified three priority experiments for inclusion in the 2010 census to assist 2020 census planning: (1) an experiment on the use of the Internet for data collection; (2) an experiment on the use of administrative records for various census purposes; and (3) an experiment (or set of experiments) on features of the census questionnaire. They also came up with 11 recommendations to improve efficiency and quality of data collection including allowing use of the Internet for data submission and including one or more alternate questionnaire experiments to examine things such as the representation of race and ethnicity.
