Book excerpt: This document is a continuation of the assessment of the conservation status of Atlantic salmon (Salmo salar L.) which began with 'Species Information' in 'Conservation Status Report, Atlantic Salmon in Atlantic Canada and Quebec: Part I - Species Information' (DFO and MRNF 2008). It addresses the anthropogenic considerations relevant to the conservation of Atlantic salmon, i.e., threats, existing protection, potential conservation targets, and significance of Atlantic salmon in Canada, and was assembled from text drafted by DFO and Quebec Provincial Atlantic salmon fisheries and habitat managers, economists and personnel in Aboriginal fisheries. Most elements of the document were reviewed in the presence of contributors, and 'external' scientists during a workshop held in March of 2007 (DFO 2007a). Highlights include: [1] a general discussion of 16 categories of threats potentially limiting to Atlantic salmon in Eastern Canada and a first attempt at a semi-quantitative evaluation of the degree of harm by each threat in terms of salmon affected and spawners lost within each of 28 Conservation Units; [2] evidence that the most wide-ranging habitat threats to Atlantic salmon originate from transportation infrastructure, agriculture, forestry and mining operations, and Municipal waste water discharge, and that the Maritime Provinces are the most severely impacted; [3] summary recovery efforts in place for the unlisted (Species at Risk Act, SARA) but severely depleted populations of Atlantic salmon in the outer Bay of Fundy (NS) and Southern Upland (NS) as well as the SARA-listed inner Bay of Fundy populations; [4] summary proposals for species rebuilding and habitat restoration as embodied in: a draft policy for the conservation of wild Atlantic salmon, an Atlantic salmon Endowment Fund, an Implementation Plan addressing Resolutions and Agreements of the North Atlantic Salmon Conservation Organization (NASCO), and governance and regulatory reform for aquaculture management; and [5] evidence that more than 40,000 Aboriginal Peoples in more than 50 communities through Atlantic Canada and Quebec can be said to be dependent on the traditional values of the Atlantic salmon resource.

Book excerpt: This report is the synthesis by an editorial committee of information presented in working papers developed by Atlantic salmon scientists from the DFO Regions of Atlantic Canada and the Province of Quebec. It describes the 'Species Information', the first of five components of a DFO-outlined 'Conservation Status Report'. The 'Species Information' summarizes the population structure, biology, abundance, status, potential for recovery and scope for harm of Atlantic salmon. Highlights include: * the identification of 28 Atlantic salmon 'Conservation Units' CUs) in Eastern Canada i.e., groups of individuals likely exhibiting unique adaptations that are largely reproductively isolated from other groups, and that may represent an important component of a species' biodiversity; * the presentation of salmon population information for each of the CUs in terms of their abundance, trends thereof, and status relative to current conservation requirements and other reference points; * the presentation of a general decision-making framework to define thresholds between implementation of critical recovery actions, important new management actions/ interventions, and continuation of existing management/conservation approaches; * the presentation of evidence suggesting that the status of Eastern Canadian Atlantic salmon CUs is declining, particularly in the more southern extremities of its range. While some river populations on the south coast of insular Newfoundland (CU 5) appear to require management action, required direct recovery actions appear to be limited to Mainland Nova Scotia (i.e., Southern Upland) and Bay of Fundy (i.e., both outer and inner) salmon populations (i.e., CUs 14 - 17). River populations in Quebec and the southern Gulf of St. Lawrence are not considered to require recovery action although direct management actions for certain CUs may be required.

Book excerpt: The Atlantic salmon (Salmo salar) has occupied a salient position in the history of eastern North America for at least the past 1000 years. Initially the species occupied a prominant niche in the prolific web of life that existed throughout its former occurrence area; millions of pounds of salmon were produced annually from the freshwater streams between New York and Ungava - a resource that was a principal food source for the Amerindian cultures which shared its range. In a chronological and cumulative way, the salmon became an increasingly important factor in both the domestic and commercial life of the developing colonies; it provided a recreational outlet for the sportsman, and evolved as a principal object of intellectual and scientific investigation. The documented specifics of the salmon's history, however, are largely comprised of repetitive instances of overexploitation, careless destruction of stocks and their environment, and ineffectual conservation actions. Despite the species' former importance, its more recent history is one of declining presence, and its destiny appears to be extinction. By documenting this story of discovery, exploitation, and decline, the urgent need for the employment of sound resource management practices to preserve the salmon is emphasized.
