It is divided into 3 sections: Part 1 introduces the topic of immigrant student achievement and the performance disadvantage that is consistently reported across a range of international jurisdictions. Part 2 then presents national profiles from scholars in ten countries (England, Germany, Italy, Sweden, Finland, Netherlands, Republic of Ireland, Canada, Australia, and New Zealand). These educational jurisdictions were selected because they represent a range of Western nations engaged in large-scale reform efforts geared towards enhancing their immigrant students’ achievement. Each of the national profiles provides a brief overview of the evolution of the cultural composition of their respective school-aged student population; explains the trajectory of achievement results in non-immigrant and immigrant student groups in relation to both national and international large-scale assessment measures; and discusses the effectiveness of policy responses that have been adopted to close the achievement gap between non-immigrant and immigrant student populations. It also examines the relationships between education policies and immigrant student achievement and discusses how education policies have evolved across various cultural contexts. In conclusion, Part 3 analyzes cross-cultural approaches designed to address the performance disadvantage of immigrant students and proposes future areas of inquiry stemming from the national profiles. The book offers insights into a diverse cross-section of nations and policy approaches to addressing the performance disadvantage.

Book excerpt: Immigrant youth who do not attend schools in the United States fare poorly on many standard measures of well-being, such as educational attainment, English language ability, earnings, health insurance coverage, and poverty status. Most federal and state dollars spent on youth do not reach these young people because the dollars go through educational institutions they do not attend. If policymakers wish to improve the well-being of this very vulnerable young immigrant population, traditional school systems are not likely to be a place to reach them. A federal program, the Migrant Education program (MEP), aims to serve out-of-school immigrant youth as a part of its mission, as do a few local and state programs. This report describes the population of out-of-school immigrant youth in California and the subset of this group served by MEP. The report uses census data to describe this population and then turns to program data from two regions in California's Migrant Education Program. these data not only help us understand educational backgrounds, socioeconomic needs, and academic goals more thoroughly than do the census data, but they also help us understand how the populations in the two regions may differ. Analyses of these data also lead us to suggest some changes to MEP for out-of-school immigrant youth, such as ways to target services, improve future data collection, and enhance program organization.

The massive rallies for immigration rights in 2006 and the recent push for the DREAM Act, both heavily supported by immigrant youth, signal the growing political potential of this crucial group. While many studies have explored the political participation of immigrant adults, we know comparatively little about what influences civic participation among the children of immigrants. Coming of Political Age persuasively argues that schools play a central role in integrating immigrant youth into the political system. The volume shows that the choices we make now in our educational system will have major consequences for the country’s civic health as the children of immigrants grow and mature as citizens. Coming of Political Age draws from an impressive range of data, including two large surveys of adolescents in high schools and interviews with teachers and students, to provide an insightful analysis of trends in youth participation in politics. Although the children of both immigrant and native-born parents register and vote at similar rates, the factors associated with this likelihood are very different. While parental educational levels largely explain voting behavior among children of native-born parents, this volume demonstrates that immigrant children’s own education, in particular their exposure to social studies, strongly predicts their future political participation. Learning more about civic society and putting effort into these classes may encourage an interest in politics, suggesting that the high school civics curriculum remains highly relevant in an increasingly disconnected society. Interestingly, although their schooling predicts whether children of immigrants will vote, how they identify politically depends more on family and community influences. As budget cuts force school administrators to realign academic priorities, this volume argues that any cutback to social science programs may effectively curtail the political and civic engagement of the next generation of voters. While much of the literature on immigrant assimilation focuses on family and community, Coming of Political Age argues that schools—and social science courses in particular—may be central to preparing the leaders of tomorrow. Almost as many legal immigrants entered the United States during the 1980s (7.3 million) as during the preceding two decades (7.8 million). How and why have the nation's colleges and universities responded to a growing immigrant population on campus? This report addresses these questions. The picture that emerges is largely one of inattention coupled with widespread assumptions about immigrant students, assumptions that are unconfirmed by empirical data and analysis. The authors argue that, unchecked, these assumptions could result in unfair practices and reduced educational quality for immigrant students. Because of higher education's critical role in promoting economic assimilation, its leaders should be paying more attention to issues involving these students. To do so, they need descriptive statistics about immigrants' enrollment and retention in college, attitudinal and needs assessment studies, and evaluations of student outcomes and the effectiveness of remedial and English-as-a-second-language programs. Such information can help institutions determine whether administration and faculty perceptions and assumptions about immigrants provide an accurate foundation for future policy and program development.
