Such profiling models will likely become more prominent as increasing availability of big data combined with new machine learning techniques improve their predictive power. However, to achieve the best results, a continuous dialogue between data analysts, policymakers, and case workers is key. Indeed, when developing and implementing such tools, normative decisions are required. Profiling practices can misclassify many individuals, and they can reinforce but also prevent existing patterns of discrimination.

Book excerpt: This study used data from the Survey of Labour and Income Dynamics (SLID) to examine three groups of the unemployed population: the seldom unemployed, the always unemployed and the chronically unemployed. For the purposes of this study, the seldom unemployed group is defined as the 10% of the unemployed with the least time spent unemployed. The always unemployed, those who couldn't find a job when they searched for one, accounted for another 5%. The chronically unemployed group has been defined as the remaining top 10% of the unemployed with the most time spent in unemployment - between 48% and 99% of their time in the labour force.

Book excerpt: Ireland's Probability of Exit (PEX) statistical profiling model predicts the likelihood that a claimant will still be unemployed 12 months after the day that they make their initial unemployment benefit claim. The model was initially developed by the Economic and Social Research Institute (ESRI) in 2009. At that time, the ESRI highlighted that the development of a statistical profiling tool was not a once-off procedure but that continuous assessment and updating of the model were required in order to maintain and improve its accuracy levels. In 2021, the Department of Social Protection (DSP) commissioned the ESRI to recalibrate the PEX model. The researchers were also tasked with identifying the key characteristics used in the model to determine a claimant's risk of becoming long-term unemployed while, at the same time, retaining model accuracy.
