Book excerpt: Given the significance of female education for development, there is an enormous need for data across countries that can be used to inform policy discussions within and among individual countries. Nowhere, perhaps is this need greater than in sub - Saharan Africa (SSA) where female participation in education is inordinately low, and where disparities between females and males vary greatly among countries. the report previewed in this article responds in two ways to the need for statistics on female education. First, it defines statistical indicators that can be used to describe the level of female participation and the disparities between males and females in education systems. As one form for these indicators, the report introduces the concept of the gender ratio as a generic tool for comparing male and female participation in education across all indicators used to assess the performance of education systems. Second, the report presents data from existing sources for the forty-six countries in sub - Saharan Africa.

In Africa, girls account for only 57% of the school-age population. They are more likely to drop out of school and to score lower on the examinations that determine their enrollment at postprimary levels. Research into the education of girls has the potential to improve their opportunities, and to raise the educational level of society in African countries. The purpose of research is outlined, and steps in planning a research project are defined. The discussion of the planning phase includes a discussion of sampling and sample size selection. Part III of this manual reviews the basic tools of the social science researcher. Literature reviews, techniques such as surveys and interviews, and qualitative research are described. A final section considers working with research findings and using the results. Appendixes present a sample research outline, an example data grid, and a list of some research instruments commonly used in the study of education of girls. Book excerpt: This thematic study consists of case studies of Ghana, Malawi, and Uganda, as well as, a review of studies undertaken over the past ten years on education in Africa with particular attention to girls' and secondary education. Gender equity at the primary level has been the focus of considerable attention within the Education for All Framework of Action, but much less so at the secondary level. Evidence of gender inequity and inequality in terms of access, retention and performance in secondary education in SSA raises many questions. While transition rates from primary to secondary are higher for girls than boys, and the repetition rates are lower, girls still significantly trail behind boys in graduation and enrollment rates. The purpose of this study is to document and analyze the extent and nature of gender disadvantage in junior and senior secondary education, to analyze the causes of this disadvantage, and to identify strategies that may be effective in reducing or eliminating it. This study was prepared as part of the Secondary Education and Training in Africa (SEIA) initiative which aims to assist countries to develop sustainable strategies for expansion and quality improvements in secondary education and training. Book excerpt: This paper examines the causes for deteriorating school enrollment rates in sub-Saharan Africa, particularly in primary education and especially for girls. The prevalent view that deterioration in school availability and quality are responsible for declining school enrollments in many African countries seems incomplete. Several studies suggest that a household sends children to school because education costs are offset by higher future earnings associated with higher educational attainment. There are direct costs, such as school fees, and opportunity costs, such as the earnings relinquished because the child is not working. Therefore, declining incomes and employment opportunities impact on household demand for education. The policy response to declining enrollments should not be restricted to building more schools and improving existing ones. Cost-reducing and demand-stimulating measures should be considered as well. Analytical tools can help policymakers assess which costs and benefits of education impact on household schooling decisions. Three studies of household demand for education in Ivory Coast and Tanzania are reviewed, which use very data-intensive regression analyses. A simpler, private rates of return analysis is suggested to identify constraining factors in educational demand. An appendix presents a detailed examination of primary school enrollments and opportunity costs in Madagascar from a gender perspective. Nineteen tables present data on school enrollment, return on investment in education by level and region, and time spent on various chores and employment activities. (Contains 81 references.) (TD).
