It sets out recommendations to reform the planning system in England in support of sustainable economic growth and prosperity, whilst securing delivery of wider objectives including promoting community involvement, supporting local democracy and enhancing the environment. Key issues identified include the need: to ensure the planning system is more responsive to the market whilst delivering sustainable development; to ensure the appropriate use of land and to better manage the growing demand for development land; to streamline the planning system to increase certainty, reduce complexity and costs; to enhance the speed and quality of local authority decision-making; and to improve the appeals system to reduce delays. Recommendations include: the introduction of a new system for dealing with major infrastructure projects, based around national Statements of Strategic Objectives, and with a new independent Planning Commission to determine applications; the promotion of a positive planning culture within the plan-led system so that applications should be approved unless there is good reason to believe that the environmental, social or economic costs will exceed respective benefits; encouraging planning bodies to review their green belt boundaries to promote sustainable new development beyond towns and cities; and removal of the need for minor commercial developments that have little wider impact to require planning permission.

Section 2, written by early career and seasoned scholars, provides a theoretical foundation for the book. Section 3, written by teams of scholars and community partners, examines how civic agriculture is unfolding across urban landscapes, led largely by community organizations. Section 4, written by planning practitioners and scholars, documents local government planning tied to urban agriculture, focusing especially on how they address questions of equity. Section 5 explores UA as a locus of pedagogy of equity. Section 6 places the UA movement in the US within a global context, and concludes with ideas and challenges for the future. The book concludes with a call for planning as public nurturance an approach that can be illustrated through urban agriculture. Planning as public nurturance is a value-explicit process that centers an ethics of care, especially protecting the interests of publics that are marginalized. It builds the capacity of marginalized groups to authentically co-design and participate in planning/policy processes. Such a planning approach requires that progress toward equitable outcomes is consistently evaluated through accountability measures. And, finally, such an approach requires attention to structural and institutional inequities. Addressing these four elements is more likely to create a condition under which urban agriculture may be used as a lever in the planning and development of more just and equitable cities. .

Book excerpt: This report examines three overarching issues: the impact of the growth of house-building targets; what sort of homes should be built; and where these homes should be built. The Committee on Climate Change should assess the impact of the Government's new house-building targets for three million new homes by 2020 on the UK's 2020 carbon reduction target. In light of the latest economic projections, fundamental changes in the mortgage market, and falling house prices, the Government should review the assumptions on which its target is based. And the target for 2 million new homes to be built before the zero carbon target comes into effect in 2016, with a further 1 million to be built afterwards, should change to increase significantly the proportion built afterwards. Zero carbon homes must source their heat and power from renewable sources. Ideally these will come from on-site renewable power generation; where this is impractical, off-site renewables should be built or funded. The Government should ensure that an excess of land is not made available to developers, something which is already leading to greenfield sites being developed in preference to brownfield sites. The Government should urgently reintroduce a clear sequential test in favour of brownfield development into planning policy. Greater emphasis ought to be placed on energy efficiency and sustainability within the building control regime that inspects new housing. The Government should consider introducing higher penalties for developers who fail to meet energy efficiency standards. The same environmental tests used for eco-towns should be applied to all major housing developments from 2016. The Government should re-examine eco-town proposals, to ensure they have good public transport links, and are located close to commercial centres and employment opportunities.
