Book excerpt: Moroccan Other-Archives investigates how histories of exclusion and silencing are written and rewritten in a postcolonial context that lacks organized and accessible archives. The book draws on cultural production concerning the “years of lead”—a period of authoritarianism and political violence between Morocco’s independence in 1956 and the death of King Hassan II in 1999—to examine the transformative roles memory and trauma play in reconstructing stories of three historically marginalized groups in Moroccan history: Berbers/Imazighen, Jews, and political prisoners. The book shows how Moroccan cultural production has become an other-archive: a set of textual, sonic, embodied, and visual sites that recover real or reimagined voices of these formerly suppressed and silenced constituencies of Moroccan society. Combining theoretical discussions with close reading of literary works, the book reenvisions both archives and the nation in postcolonial Morocco. By producing other-archives, Moroccan cultural creators transform the losses state violence inflicted on society during the years of lead into a source of civic engagement and historiographical agency, enabling the writing of histories about those Moroccans who have been excluded from official documentation and state-sanctioned histories. The book is multilingual and interdisciplinary, examining primary sources in Amazigh/Berber, Arabic, Darija, and French, and drawing on memory studies, literary theory, archival studies, anthropology, and historiography. In addition to showing how other-archives are created and operate, El Guabli elaborates how language, gender, class, race, and geographical distribution are co-constitutive of a historical and archival unsilencing that is foundational to citizenship in Morocco today.

Book excerpt: The post-Arab Spring period in Morocco has undergone different stages of changing state-society relations with regard to democracy, citizenship and human rights. The first stage, between February 2011 and the summer of 2013, was characterised by popular protests demanding democracy and freedom. People criticised public policies related to civil, political and social rights (employment, health, education, the status of women, and the issue of Amazigh). This outburst put the state in an awkward, defensive position. If we compare Morocco with the other Arab Spring countries, the Moroccan state's reaction was moderate in its use of violence and repression, and it was positive, in that it resulted in the implicit, yet official acceptance of the demands for democracy, citizenship and battling corruption. Now there is a feeling that the political space is becoming smaller and that there is less and less room for advocating change and the respect for, let alone the expansion of human rights. This is accompanied by a fear that calling for reform might pave the way for violence and terrorism on national soil. For the majority of the population, the overall situation in Morocco is still far better than in most other Arab countries: in that context, the cost of protesting and calling for political change appears to outweigh potential marginal improvements.

Since the terrorist attacks of 11 September 2001, Morocco's importance to the United States has only risen, and the more recent uncertainties of the Arab Spring and Islamist extremism in Africa have further increased the strategic value and operational relevance of the Moroccan-American alliance. Yet, one of the pillars of the legitimacy of the Moroccan monarchy, its claim to Western Sahara, remains a point of violent contention. Since the Spanish withdrawal and subsequent occupation of the territory by Morocco in 1975, the United States has poured many millions of dollars in material, training, and intelligence into the Moroccan armed forces. But the latter has failed to inflict a decisive defeat on the Polisario Front, the Western Saharan organisation whose goal is full independence for Western Sahara. This book provides an historical analysis of the conflict in Western Sahara, stressing developments of relevance to the U.S. Army and to American and regional strategic interests since Morocco's independence in 1956.

The Arab Spring is evoked to draw attention to new rifts within and between history and remembrance in the regions of North Africa and the Middle East. As authoritarian forms of governance are challenged, official panoramic narratives are confronted with a multiplicity of memories of violent pasts. The eight chapters trace personal and public inventories of violence, trauma, and testimony, addressing memory in cinema, in newspapers and periodicals, as an experience of public environments, through transnational and diasporic mediums, and amongst younger generations.
