Book excerpt: Excerpt from State Versus Local Control of Elementary Education (Finance) Sir: All States in the Union maintain systems of public schools, and in every State support and control of schools are divided between the State and local communities county, township, district, municipality. In no two States is this division the same. In some the tendency is toward strong central State control, as in the State of New York; in some the State assumes a larger part of the burden of support, as in some of the Southern States; in others the burden of support is left almost wholly with local communities, and to these communities is intrusted the control of the schools under general State laws. The State of Massachusetts, and other New England States, as well as several of the Middle Western States, offer examples of this tendency. As expenditures for the maintenance of schools, and public interest in the results of these expenses, increase, students of education, school officers, and taxpayers desire to know what apportionment of support and control is likely to be most effective. In his study of the State vs. Local Control of Elementary Education, Dr. Theodore L.MacDowell has brought together much material which will be helpful to those interested in this question. Book excerpt: The relation that should exist between central and local authorities has long been a favorite theme for persons interested in various theories of government. Many arguments have been produced, some based upon fact and others upon opinion, as to the relative merits of centralized and localized plans of government. In the field of education, as in governmental activities in general, the question of control has long been debated; and material presenting the issues front a theoretical standpoint is available. Little attempt has been made, however, to ascertain by statistical investigation the facts as to the actual status of educational control, either in regard to any one State or in regard to the United States as a whole. As a step toward the accomplishment of this purpose, the present study has been conceived and prepared, and it is presented with the hope that it may be the starting point of other similar investigations into a rich field of educational polity. One practical value of such investigations lies in the fact that legislators are coining more and more to rely upon the advice of educators in framing school laws, frequently to the point of the adoption of new and complete codes. It is well, therefore, that both educators and legislators should realize the effect of a piece of proposed or existent legislation in its bearing upon control. Contents include: (1) Basis for the distribution of State school moneys; (2) Extent of restriction attached to the local expenditure of State is school moneys; (3) State aid; (4) Restrictions upon the right of localities to borrow money and to issue bonds; (5) State regulation of the taxing duties and powers of localities; (6) State intervention; and (7) General summary. Book excerpt: Most Americans believe that local school districts are the only means by which citizens may exercise control over public education. Kathryn McDermott argues to the contrary that existing local institutions are no longer sufficient for achieving either equity or democratic governance. Not only is local control inequitable, it also fails to live up to its reputation for guaranteeing public participation and citizen influence. Drawing upon democratic theory and the results of field research in New Haven, Connecticut, and three suburbs, McDermott contends that our educational system can be made more democratic by centralizing control over funding while decentralizing most authority over schools to the level of schools themselves while enacting public school choice controlled for racial balance. To many people in Connecticut and elsewhere, the tension between equal opportunity for all students and local control of public education seems impossible to resolve. In 1996, the Connecticut Supreme Court ruled in Sheff v. O'Neill that local control produces unconstitutional segregation of public schools. Nearly all of the state's 169 towns operate their own public schools, and, like the towns they serve, the schools are generally homogeneous with respect to race and socioeconomic class. In the Sheff ruling, the court declared that making school districts coterminous with town lines "is the single most important factor contributing to the present concentration of racial and ethnic minorities in the Hartford public school system." At the same time, the court also acknowledged that the town-based school system "presently furthers the legitimate nonracial interests of permitting considerable local control and accountability in educational matters." In Connecticut and elsewhere, it has often seemed necessary to choose between local control and equity in public education, and local control has almost always won. McDermott argues that rather than seeing local control and equity as conflicting goals, policymakers should regard them as equally important components of democracy in public education. In her view, a truly democratic system of education should both encourage citizen participation in school governance and contribute to the formation and maintenance of a social order in which equality of opportunity prevails over hierarchies of privilege. Centralizing distribution of resources and using controlled choice to end racial isolation would provide greater equality of opportunity, while decentralizing management of schools would expand citizen participation. McDermott's conclusions break new ground in our understanding of local school governance itself and call into question the conventional wisdom about local participation. These findings should interest those who study school governance and reform—especially in an urban setting—as well as policy makers, administrators, teachers, students, and citizens eager to improve their schools.

The review included visits to 15 states and testimony from more than 225 principals, teachers, and other education stakeholders. The committee's purpose was to identify the steps that lead in the direction of either excellence or failure. The subcommittee found that successful schools and school systems were not the product of federal funding but instead were characterized by parents involved in the education of their children, local control, emphasis on basic academics, and dollars spent on the classroom. The central theme of the findings is that the federal government cannot consistently replicate success stories in the form of federal programs. Rather, the government should empower parents by reducing the family federal tax burden; encourage parental choice in education; return federal elementary and secondary education funds to states and local school districts through flexible grants; use federally funded education programs only for methods backed by reliable, replicable research; streamline and consolidate federal education programs; and reform or eliminate ineffective and inefficient programs. In short, the federal government should serve education as a research and statistics- gathering agency, disseminating findings and enabling states to share best practices with each other. The report was adopted by the subcommittee by a vote along Republican-Democrat party lines of 5-2. The 17 page minority report, "Crossroads Hearings: A Republican Assault on Public Education," is printed as an appendix. (RJM)
