Identify the challenges that will be faced by the states, now and in the next 20 years, particularly in the areas of the economy, energy, urban policy, and changes in transportation systems; 2. Report on the best available planning techniques and on research for new ones; 3. Recommend the optimum role for state departments of transportation in multimodal statewide transportation planning; 4. Identify techniques for optimum programming of scarce state resources, for example, between modes and categorical programs; 5. Discuss the proper content of a state transportation plan; and 6. Discuss ways of increasing the effectiveness of state departments of transportation in implementing state transportation plans.

Book excerpt: Soon after starting work on the development of a methodology for national trans portation planning in Venezuela, we realized the importance of an integrated management process for such an effort. We also realized the absence in the literature of specific guidelines on how to manage and conduct a transportation planning effort. The literature on the subject of national transportation planning is predominantly theoretical and technical in nature. To a large extent, the absence of literature on management and broad-based methodological approaches reflects the limited and ad hoc nature of the experience in national transportation planning. This book is an attempt to fill that gap. The main objective of the book is to show one way by which a methodology for national transportation planning can be integrated into a process management framework. It reports on the experience that the authors had in the Venezuelan case, as well as in earlier national planning efforts. The book is not intended as a theoretical discussion of planning. Instead, it adopts a particular theoretical stand and proceeds on that basis to develop a program for applying a specific methodology. The intention is to leave as much of the details and elaborations of that methodology to the user. This is motivated by two considerations. The first is a pragmatic attempt to limit the scope of the book.

It covers post-ISTEA (Intermodal Surface Transportation Efficiency Act of 1991) processes and projects and both passenger and freight activities. The report examines the application of three multimodal aspects: alternatives, modal mix, and integration into three statewide planning functions, which include state planning, corridor studies, and financing, budgeting, and programming. The emphasis is on implementation. This report of the Transportation Research Board documents processes and research currently under development, using three approaches: a literature review, results of a survey of state DOTs, and five case studies. It cites the following states with exemplary practices in multimodal/intermodal transportation based on a 1998 report by the policy research project at the University of Texas on Multimodal/ Intermodal Transportation: Florida, Minnesota, Oregon, Pennsylvania, Virginia, Washington, and Wisconsin.
