It evaluates the relationship between the use of state terrorism by Northern liberal democracies and efforts by those states to further incorporate the South into the global political economy and to entrench neoliberalism. Most scholarship on terrorism tends to ignore state terrorism by Northern democracies, focusing instead on terrorist threats to Northern interests from illiberal actors. The book accounts for the absence of Northern state terrorism from terrorism studies, and provides a detailed conceptualisation of state terrorism in relation to other forms of state violence. The book explores state terrorism as used by European and early American imperialists to secure territory, to coerce slave and forced wage labour, and to defeat national liberation movements during the process of decolonisation. It examines the use of state terrorism by the US throughout the Cold War to defeat political movements that would threaten US elite interests. Finally, it assesses the practices of Northern liberal democratic states in the 'War on Terror' and shows that many Northern liberal democracies have been active in state terrorism, including through extraordinary rendition. This book will be of much interest to students of critical terrorism studies, security studies, South American politics, US foreign policy and IR in general. Yet, while discourse on these phenomena has been wide-ranging, they are rarely examined in relation to one another. Neoliberalism and Neo-jihadism examines political-economic characteristics of twentieth- and early twenty-first-century ‘neo-jihadism’. Drawing on Bourdieusian and neo-Marxist ideas, it investigates how the neo-jihadist organisations, Al Qaeda and Islamic State, engage with the late modern capitalist paradigm of neoliberalism in their anti-capitalist propaganda and quasi-capitalist financial practices. An investigation of documents and discourses reveals interactions between neoliberalism and neo-jihadism characterised by surface-level contradiction, and structural connections that are both dialectical and mutually reinforcing. Neoliberalism here is argued to constitute an underlying ‘status quo’, while neo-jihadism, as an evolving form of political organisation, is perpetuated as part of this situation. Representing differentiated, unique, and exclusive examples of the (r)evolutionary phenomenon of neo-jihadism, Al Qaeda and Islamic State are demonstrated to be characteristic of the mutually constitutive nature of ‘power and resistance’. Just as resistance movements throughout modern history come to resemble the forms of power they sought to overthrow, so too have Al Qaeda and Islamic State reconstituted the dominant political-economic paradigm of neoliberalism they mobilised in response to.

It puts forward a bold proposition: that the very creation of a neoliberal political economy may be largely a state project. Correspondingly, it argues that key political conflicts surrounding the realization of this project may occur within the state. Neoliberal restructuring and the institutionalization of permanent austerity are dependent on reconfigured power relations between state actors and are manifested in a new institutional architecture of the state. This architecture, in turn, is the context in which efforts to change social and employment policies play themselves out. The volume frames the coming of neoliberalism in Israel as a set of concrete and far-reaching changes in the power and modes of operation of the key players in the political economy. These changes undermined and neutralized veto players and enabled the ascendance of two state agencies - the Ministry of Finance and the Central Bank - which gained greatly augmented authority and autonomy. These reconfigurations were set in motion by state initiatives that combined punctuated and incremental change. The volume comprises case studies of changes in specific social and labor market policies, revealing a close elective affinity between programmatic neoliberal changes on the one hand, and on the other the proactive drive of the Ministry of Finance to enhance its control over public spending and policy design. The book explores successful neoliberal reforms but also reforms that were blocked, undermined, or overturned by opposition, emphasizing the importance of reformers' capacity to translate temporary achievements into entrenched strategic advantages.
