As a companion to last year's comprehensive state-by-state analysis, the 2010 edition provides each state with an individualized "Blueprint for Change," building off last year's "Yearbook" goals and recommendations. State teacher policy addresses a great many areas, including teacher preparation, certification, evaluation and compensation. With so many moving parts, it may be difficult for states to find a starting point on the road to reform. To this end, this paper provides a state-specific roadmap, organized in three main sections. Based on a review of state legislation, rules and regulations, the National Council on Teacher Quality (NCTQ) has identified the following recent policy changes in Virginia: All primary, elementary, middle, and secondary history and social sciences teacher candidates must now complete coursework that includes local government and civics instruction specific to Virginia. The state added that its legislation requiring civics education training specific to Virginia also applies to any individual seeking the renewal of a license in primary, elementary or middle school education, or in history and social sciences, history or political science. These teachers must complete "study of the structure, function and powers of state and local government of Virginia and the importance of citizen participation in the political process in state and local government of Virginia." This Virginia edition of the National Council on Teacher Quality's (NCTQ's) "State Teacher Policy Yearbook" is the first of what will be an annual look at the status of state policies impacting the teaching profession. It is hoped that this report will help focus attention on areas where state policymakers could make improvements to benefit both students and teachers. This policy evaluation is broken down into six areas that include a total of 27 goals. Broadly, these goals examine the impact of state policy on the preparation, certification, licensure, compensation and effectiveness of teachers across the elementary, secondary and special education spectra. Virginia's progress toward meeting these goals is summarized. Overall, Virginia has done a good job in meeting several goals, but there is significant room for improvement in some areas. Virginia completely missed three goals, met a small portion of nine, partially met four, nearly met seven and fully met four--including one best practice designation. Virginia performed better than most states in Area 2, "Teacher Licensure." The state has the most work to do in Area 3, "Teacher Evaluation and Compensation," and Area 6, "Preparation of Special Education Teachers." Virginia earns a best practice designation for having one of the strongest policies for teacher preparation in reading instruction in the country. The state requires all teacher candidates to complete reading coursework, and elementary teachers are also required to pass a test that addresses scientifically based reading instruction. Virginia should do more to ensure that special education teachers receive subject-matter preparation relevant to elementary and secondary classrooms. Virginia should also consider making teacher effectiveness the preponderant criterion of any teacher evaluation. In addition to a national summary report, the researchers have customized the "Yearbook" so that each state has its own report, with its own analyses and data. In addition to giving an overall grade, they also give "sub-grades" in each of the five areas organizing the goals. These grades break down even further, with an eye toward giving a full perspective on the states' progress. It is hoped that the "Yearbook" continues to serve as an important resource for state school chiefs, school boards, legislatures and the many advocates who press hard for reform. This West Virginia edition of the National Council on Teacher Quality's (NCTQ's) "State Teacher Policy Yearbook" is the first of what will be an annual look at the status of state policies impacting the teaching profession. It is hoped that this report will help focus attention on areas where state policymakers could make improvements to benefit both students and teachers. This policy evaluation is broken down into six areas that include a total of 27 goals. Broadly, these goals examine the impact of state policy on the preparation, certification, licensure, compensation and effectiveness of teachers across the elementary, secondary and special education spectra. West Virginia's progress toward meeting these goals is summarized. While West Virginia has significant room for improvement in several areas, it is moving forward, and it has met some of its goals. West Virginia completely missed six goals, met a small portion of nine, partially met four, nearly met two and fully met six. West Virginia deserves credit for its flexible policies for granting licensure to teachers from other states, including those prepared through alternate routes. The state should consider offering at least one genuine alternate route to certification. In the area of teacher evaluation, the state could make improvements by requiring that schools formally evaluate all teachers on an annual basis. The body of the report provides a more detailed breakdown of the state's strengths and weaknesses in each area.
