Social factors relating to gender and gender inequality exacerbate the spread of HIV and sexually transmitted infections (STI) in China. A better understanding of the proximate social determinants of HIV related to gender will be crucial to effectively curbing HIV and other STIs in China. Aspects of China’s governance - including administrative procedures, the developing legal system, social institutions, and the public health infrastructure – are instrumental in shaping strategies and responses to HIV. International studies suggest that women who are more economically and socially vulnerable may also have a greater risk of HIV infection, yet few initiatives have focused on discrete areas where achievable and sustainable gender policy measures could be linked to the public health response. This study presents perspectives ranging from criminology to social psychology to better understand how gender perspectives can inform HIV policy in the context of China.

How 'free' are these choices in a context where the self is socially mired and deeply enmeshed into the familial? What are implications of motherhood on how human relatedness and belonging are defined? These questions underlie Amrita Nandy's remarkable research on motherhood as an institution, one that conflates 'woman' with 'mother' and 'personal' with 'political'. As the bedrock of human survival and an unchallenged norm of 'normal' female lives, motherhood expects and even compels women to be mothers—symbolic and corporeal. Even though the ideology of pronatalism and motherhood reinforce reproductive technology and vice versa, the care work of mothering suffers political neglect and economic devaluation. However, motherhood (and non-motherhood) is not just physiological. As the pivot to a web of heteronormative institutions (such as marriage and the family), motherhood bears an overwhelming and decisive influence on women's lives. Against the weight of traditional and contemporary histories, socio-political discourse and policies, this study explores how women, as embodiments of multiple identities, could live stigma-free, 'authentic' lives without having to abandon reproductive 'self'-determination. Book excerpt: In the past few years, a number of central banks have adopted inflation targeting for monetary policy. The author provides an introduction to inflation targeting, with an emphasis on analytical issues, and the recent experience of middle- and high-income developing countries (which have relatively low inflation to begin with, and reasonably well-functioning financial markets). After presenting a formal analytical framework, the author discusses the basic requirements for inflation targeting, and how such a regime differs from money, and exchange rate targeting regimes. After discussing the operational framework for inflation targeting (including the price index to monitor the time horizon, the forecasting procedures, and the role of asset prices), he examines recent experiences with inflation targets, providing new evidence on the convexity of the Phillips curve for six developing countries. His conclusions: Inflation targeting is a flexible policy framework that allows a country's central bank to exercise some degree of discretion, without putting in jeopardy its main objective of maintaining stable prices. In middle- and high-income developing economies that can refrain from implicit exchange rate targeting, it can improve the design, and performance of monetary policy, compared with other policy approaches that central banks may follow. Not all countries may be able to satisfy the technical requirements (such as adequate price data, adequate understanding of the links between instruments, and targets of monetary policy, and adequate forecasting capabilities), but such requirements should not be overstated. Forecasting capability can never be perfect, and sensible projections always involve qualitative judgment. More important, and often more difficult, is the task of designing, or improving an institutional framework that would allow the central bank to pursue the goal of low, stable inflation, while maintaining the ability to stabilize fluctuations in output.

In the treatment here, public expenditures (and environmental protection) may provide public goods for consumption but also collective inputs for production. When the benefits are in production, the cost of funds is irrelevant. Why? Collective inputs benefit goods that are taxed, while for public goods the shadow price of funds reduces provision as if they were.
