Book excerpt: This report summarizes proceedings of a conference held every two years to report on the state of the Great Lakes ecosystem and the major factors impacting it, and to provide a forum for exchange of this information among Great Lakes decision-makers. The first day of the conference looked at the state of the whole Great Lakes basin using the results of implementation of 31 of the 80 environmental indicators discussed at the previous conference. The focus was on human health, with more detailed presentations on three indicators and a presentation on the development & use of indices. The second day had a local perspective, beginning with a presentation on the integration of Biodiversity Investment Areas, then looking at how indicators are put to use on a smaller scale. Other presentations reviewed some restoration & rehabilitation work taking place in the basin. The third day looked at the individual lakes & related rivers and how indicators are used. The St. Lawrence River presentation focussed on biodiversity & non-native species, the Lake Ontario presentation looked at lake trout rehabilitation as well as indicators, while the rest of the presentations examined the state of the ecosystem. The Lake Michigan presentation also discussed the state of the fishery. Appendices form the bulk of this publication and consist of slides or visual material from the presentations.

The intent is to provide the reader an opportunity to evaluate and discuss the ideas presented at the conference. Building on the findings of SOLEC '94, SOLEC '96 focused on the nearshore areas of the Great Lakes basin. The nearshore zone includes the relatively warm and shallow waters near the shore, coastal wetlands, and the land areas directly affected by lake processes. The objectives of SOLEC '96 were to: 1) Inform local decision-makers of environmental issues that affect nearshore areas of the Great Lakes basin; 2) Provide information on the state of the nearshore ecosystem to help strengthen decision-making and management within the basin; 3) Develop support for an integrated environmental information system to help direct plans and programs; 4) Provide information on existing Great Lakes strategies and build cooperative actions needed to strengthen and complement them; and 5) Provide a forum for improved communication and network building for involved groups and individuals within the basin.
