Book Achieving Nutrient and Sediment Reduction Goals in the Chesapeake Bay

Download or read book Achieving Nutrient and Sediment Reduction Goals in the Chesapeake Bay written by National Research Council and published by National Academies Press. This book was released on 2011-10-26 with total page 258 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Chesapeake Bay is North America's largest and most biologically diverse estuary, as well as an important commercial and recreational resource. However, excessive amounts of nitrogen, phosphorus, and sediment from human activities and land development have disrupted the ecosystem, causing harmful algae blooms, degraded habitats, and diminished populations of many species of fish and shellfish. In 1983, the Chesapeake Bay Program (CBP) was established, based on a cooperative partnership among the U.S. Environmental Protection Agency (EPA), the state of Maryland, and the commonwealths of Pennsylvania and Virginia, and the District of Columbia, to address the extent, complexity, and sources of pollutants entering the Bay. In 2008, the CBP launched a series of initiatives to increase the transparency of the program and heighten its accountability and in 2009 an executive order injected new energy into the restoration. In addition, as part of the effect to improve the pace of progress and increase accountability in the Bay restoration, a two-year milestone strategy was introduced aimed at reducing overall pollution in the Bay by focusing on incremental, short-term commitments from each of the Bay jurisdictions. The National Research Council (NRC) established the Committee on the Evaluation of Chesapeake Bay Program Implementation for Nutrient Reduction in Improve Water Quality in 2009 in response to a request from the EPA. The committee was charged to assess the framework used by the states and the CBP for tracking nutrient and sediment control practices that are implemented in the Chesapeake Bay watershed and to evaluate the two-year milestone strategy. The committee was also to assess existing adaptive management strategies and to recommend improvements that could help CBP to meet its nutrient and sediment reduction goals. The committee did not attempt to identify every possible strategy that could be implemented but instead focused on approaches that are not being implemented to their full potential or that may have substantial, unrealized potential in the Bay watershed. Because many of these strategies have policy or societal implications that could not be fully evaluated by the committee, the strategies are not prioritized but are offered to encourage further consideration and exploration among the CBP partners and stakeholders.

Book Bridging the Chesapeake

Download or read book Bridging the Chesapeake written by David Guth and published by Old Line Publishing LLC. This book was released on 2013 with total page 346 pages. Available in PDF, EPUB and Kindle. Book excerpt: Bridging the Chesapeake: A 'Fool Idea' That Unified Maryland is the story of two Marylands, one on each side the Chesapeake. Maryland was confederation of two shores, each traveling along its own path. From the days of the first English settlements in the 17th century, much of the state's history centers on this intersectional rivalry. In the beginning, the state was governed by a tenuous power-sharing arrangement. However, as the population and economic clout in the west outpaced that of the Eastern Shore, the power shifted to Baltimore. That, in turn, created resentment on the peninsula. For nearly 100 years, Marylanders debated the value of building bridges across Chesapeake Bay. More than an engineering problem, such a bridge posed political, cultural and environmental challenges. To many Eastern Shore residents, a bridge was seen as a threat to their lifestyle. However, there were Baltimore business interests who saw the economic potential of the Eastern Shore's considerable resources being diverted toward Philadelphia. As a political issue, the proposed bay bridge became a lightning rod where self-interest and public good were often in conflict. In many respects, the Chesapeake Bay Bridge saga mirrors the story of America. It is a story of visionary leaders willing to sacrifice their self-interests and of narrow-minded minions willing to put their needs above all others. It is a story of humanity's ability to overcome a great physical barrier, and then being forced to deal with the unintended consequences. The first Bay Bridge was built at a time of American optimism. The second span opened under a cloud of controversy that would ultimately result in the resignation of the Vice President of the United States. The contemporary debate concerning the construction of a third bridge mirrors the national concern over the economic, social and ecological price of progress. Ultimately, it is a story of who we are and how we came to be where we are today.

Book Missing the Mark in the Chesapeake Bay

Download or read book Missing the Mark in the Chesapeake Bay written by William L. Andreen and published by . This book was released on 2015 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Momentum for Chesapeake Bay restoration has advanced significantly in the past two years, shaped by the combination of President Obama's Chesapeake Bay Protection and Restoration Executive Order and the EPA's Bay-wide Total Maximum Daily Load (TMDL) process. These federal initiatives, taken in partnership with the Bay states, required the Bay states and the District of Columbia to submit Watershed Implementation Plans (WIPs) to demonstrate how they will meet the pollution targets in the applicable TMDLs. In August, the Center for Progressive Reform sent the Chesapeake Bay watershed jurisdictions (Delaware, Maryland, New York, Pennsylvania, Virginia, West Virginia, and the District of Columbia) metrics by which our panel of water quality experts would judge the strength of the plans; we also submitted comments to the states in November on their draft plans. The states' final plans were submitted to EPA in November and December. The state plans fail to provide a specific roadmap for restoring the Bay, CPR says today in Missing the Mark in the Chesapeake Bay: A Report Card for the Phase I Watershed Implementation Plans (press release). The report was written by CPR Member Scholars William Andreen, Robert Glicksman, and Rena Steinzor, and CPR executive director Shana Jones and policy analyst Yee Huang. Our report found that the state plans all underperformed, to varying degrees, on the two primary areas for evaluation: transparency of information and strength of program design. While improvements from the drafts, the final plans were light on providing specific commitments for actions needed to achieve the required pollution reductions, and generally did not pledge dedicated funding for the proposed programs. The plans generally did not establish a baseline for existing programs' effectiveness to allow the public to monitor future performance in implementing the pollution reduction controls.
