Book excerpt: The purpose of the State of Florida Senior Community Service Employment Program strategic state plan 2020 - 2023 is to outline a four-year strategy for the statewide provision of community service employment and other authorized activities for eligible individuals under the Senior Community Service Employment Program (SCSEP). The State Plan is intended to foster both short-term and long-term coordination among various organizations and key stakeholders in promoting and facilitating SCSEP activities. Section 503 of the Federal Older Americans Act requires the Governor, or the highest government official in each state, to submit a State Plan. The plan must include a four-year strategy for the statewide provision of community service training and other authorized activities. The plan may be submitted as an independent document or as part of the Workforce Innovation and Opportunity Act (WIOA) Unified Plan. The State of Florida’s SCSEP State Plan is an independent submission.

An executive summary highlights the problems--labor shortages and the strain on the retirement system--and a remedy--staying on the job longer. Recommendations are that all states should have a state-level planning mechanism to address employment and training needs of older individuals, older workers should be represented in policymaking bodies, and older worker organizations should increase their advocacy role. The body of the guide analyzes and synthesizes results of a national survey sent to state Job Training Partnership Act (JTPA) liaisons, directors of state units on aging, and selected directors of local JTPA service delivery areas; 53 responses from 36 states are included. The guide is divided into four sections. The first contains a variety of relevant state-level policies and practices. The second section covers JTPA policies and practices. The third section is devoted to Employment Service (Wagner-Peyser) policies and practices. The final section covers the Title V Senior Community Service Employment Program authorized under the Older Americans Act. The appendix contains 11 references and proclamations on older workers by the Governors of New Mexico and New York. (YLB)

Revised measures are necessary because the Older Americans Act Reauthorization Act of 2016 (OAA) amended the measures of performance for the SCSEP program in large part to align them with the performance measures mandated for programs under the Workforce Innovation and Opportunity Act (WIOA). This IFR revises the Performance Accountability subpart of the SCSEP regulations to reflect changes necessitated by the passage of the 2016 OAA. In addition, this rule makes minor, non-substantive amendments to other subparts of the SCSEP regulations to reflect the OAA amendments that aligned the SCSEP program statutory language with WIOA, such as updating outdated terminology and outdated references to the Workforce Investment Act of 1998 (WIA), which WIOA superseded. This IFR solicits public comment on this IFR, which the Department will consider when it issues a Final Rule. The starting point for the book's content was the 2004 Sampson, Reardon, Peterson, and Lenz book, Career Counseling and Services: A Cognitive Information Processing Approach, which itself was a revision of the 1991 Peterson, Sampson, & Reardon book, Career Development and Services: A Cognitive Approach. We had four goals for this edition of our book. Our first goal was to update the theory, research, and practice of CIP theory from 2004 through the end of 2022. Our second goal was to expand the authors to better reflect the diverse community of practice that has emerged for CIP theory over the past eighteen years. Our third goal was to remove cost as a potential barrier to disseminating knowledge about CIP theory by making the book accessible as an open-access publication through the Florida State Open Publishing. Finally, our fourth goal was to disseminate the book via open-source software available in libraries which can be used to make periodic book content updates more feasible.
