In the WTO Doha Development Round, how to safeguard the interests of enveloping countries, especially the lower-income countries, has proved to be highly topical but is also problematic: the issues and arguments are complex and sometimes controversial. The stalling of the Doha Round in July 2006 has provided an opportunity to revisit the issues of how future reductions in import tariffs on agricultural products will affect different developing countries, whether there might be any negative repercussions of further liberalization and, if so, how these might be addressed in the formulation of new trade rules.

Book excerpt: This research paper looks at the crises in international agricultural markets during the last decade and draws out some lessons. Although crop prices continue to be volatile, the bout of high prices/high volatility ended by 2015. The initial rapid rise of prices was not predicted, and surprised both market players and the international community more broadly. Considerable policy attention was focused on the crisis, by the UN broadly, by FAO and its members, by G20 heads, agricultural groups, and national governments. Attention by investors was also significant, as rates of return rose. The links of higher prices to growing population, incomes, energy/biofuels, dietary mix, combined with concerns for future sustainability and climate change, drew substantial concern. The main causes of higher and more volatile prices are now reasonably well understood, particularly the critical role played by adverse domestic policy reaction. However, the impact of higher prices is less well understood. Indicators of food insecurity now appear to show less impact than originally estimated, and supply response bringing prices down appears to have been higher than anticipated. International governance institutions have learned that timely cooperation of data and sharing of policy actions are crucial in times of market shocks. The paper draws from recent data and interviews with various analysts to draw out lessons for understanding markets, the need for timely data and indicators, and the roles for governance institutions.

The report discusses policies – both domestic support and trade measures – that can promote food security, adaptation and mitigation, and improve the livelihoods of family farmers around the world. Given both the slow- and rapid-onset impacts of climate change, policies that can significantly promote climate change adaptation and mitigation would benefit from deeper discussions in international fora on how to strengthen the mutually supportive role of trade rules and climate interventions.

While market concentration in the agri-food industry has increased across most segments, the evidence on market power exertion is inconclusive. Several knowledge and data gaps are identified and additional research is necessary to derive more general conclusions and policy recommendations.

Book excerpt: Agricultural support has changed substantially in both rich and poor countries in recent years. In rich countries, there has been a strong move to decoupled subsidies and a fall in average rates of protection. In developing countries, market price support remains the dominant form of protection and average rates of support have risen—breaking the traditional pattern of taxing agriculture. Emissions from agriculture and land use change have contributed up to a third of total greenhouse gas emissions, with beef, milk and rice production accounting for more than 80 percent of agricultural emissions. Agricultural support was biased against emission-intensive goods until recent years and is now only slightly biased towards them. Although emission intensities are relatively higher in the developing countries, they have fallen far more rapidly in developing countries than in the rich countries in the past quarter-century, as agricultural productivity has grown in developing countries. Policy reform will be challenging given the strong political-economy support for the current structure of protection. Increasing investments in research and development to raise productivity and lower the emissions intensity of agricultural output would help agriculture and the environment.

This paper examines various measures aimed at reducing GHG emissions including imposition of carbon standards and taxes, border measures to reduce slippage, and so-called "Climate Smart" domestic support measures and considers how such measures comport with WTO trade rules.
