Book excerpt: The National Water Safety Congress and its study team made a survey of the capability for search and rescue on the inland waters of sixteen central states dealing mainly with waters administered by federal agencies, using their contacts with the Corps of Engineers multi-purpose water managers made during the 1972-1973 survey, concerned with the status of water safety on those same waters. More than 200 questionnaire packets were sent in three mailings over the next several months to Corps of Engineers Reservoir Managers and dam operators, Bureau of Reclamation Safety Officers, Tennessee Valley Authority reservoir and dam managers, utilities, the National Park Service, certain River Authorities, and Irrigation Districts. Respondents included 107 Corps of Engineers Lake or River System Managers, safety officers and rangers (including five Indiana lakes 'leased to the State'); 31 TVA lake managers or safety officers, eight Bureau of Reclamation project managers or safety officers; and 30 other resource managers including the National Park Service, U.S. Forest Service, Irrigation Districts, River Authorities, private and public power companies, and individuals responsible for local city or county lakes originally built by the Corps of Bureau of Reclamation. This study supplements a similar survey of state search and rescue capability on the inland waters conducted by the National Association of State Boating Law Administrators. (Author).

Shocked as they were by the initial attack, the American people were also united in their determination to defeat Japan, and the Pacific war became peculiarly their own affair. In this great theater it was the United States that ran the war, and had the determining voice in answering questions of strategy and command as they arose. The natural environment made the prosecution of war in the Pacific of necessity an interservice effort, and any real account of it must, as this work does, take into full account the views and actions of the Navy as well as those of the Army and its Air Forces.
