Neoliberals grew excited by popular welfare systems that cost little in expenditure and bureaucracy. Social-democrats thought they had found a model for social cohesion and equality. In fact the reality in East Asia is rather different from these stereotypes. In this book six specialists of six different societies in East Asia (Japan, South Korea, Taiwan, China, Singapore and Hong Kong) examine the role of the state in their welfare systems. There are detailed case studies on pensions, health insurance, housing and personal social services. They provide an up-to-date detailed account of how these systems have developed as well as an examination of the question of whether these welfare regimes are the natural outgrowth of cultural traditions or the result of economic and political conditions. This broad-ranging and detailed study will be welcomed by both students and policy makers as the first proper academic study in English to have such a wide coverage of this topic. Book excerpt: The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

Based on the assumption that the concept of democracy consists of three elements—procedure (participation, competition, and distribution of power); effectiveness (representation, accountability, and responsiveness); and performance (social welfare, inequality, and trust)—the contributors to this book determine which elements are responsible for diverging trajectories within the Asian democratic recession. Examining South Korea, Japan, Taiwan, Singapore, Vietnam, Indonesia, India, Myanmar, and China, the authors employ different research methods—quantitative, comparative, or individual case studies—to explore the conditions under which democratic rules and norms erode over time, and which type of governance is preferred by citizens in this region as an ideal type. The book puts forward the argument that a procedure-oriented concept of democracy is not sufficient for understanding the source of democratic recession and develops a new concept of “new democracy” based on procedure, effectiveness, and performance. Social policy in advanced capitalist countries operates through state intervention to compensate for the inadequate welfare outcomes of the labour market. Such welfare regimes cannot easily be reproduced in poorer regions of the world where states suffer problems of governance and labour markets are imperfect and partial. Other welfare regimes therefore prevail involving non-state actors such as landlords, moneylenders and patrons. This book seeks to develop a conceptual framework for understanding different types of welfare regime in a range of countries in Asia, Latin America and Africa and makes an important contribution to the literature by breaking away from the traditional focus on Europe and North America.

Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.

Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.
