In Institution Building in Weak States, Andrew Radin argues that the international community’s approach to building state institutions needs its own reform. This innovative book proposes a new strategy, rooted in a rigorous analysis of recent missions. In contrast to the common strategy of foreign interveners—imposing models drawn from Western countries—Radin shows how pursuing incremental change that accommodates local political interests is more likely to produce effective, accountable, and law-abiding institutions. Drawing on extensive field research and original interviews, Radin examines efforts to reform the central government, military, and police in post-conflict Bosnia and Herzegovina, Kosovo, Iraq, and Timor-Leste. Social States is the first book to systematically test the effects of socialization in international relations--to help explain why players on the world stage may be moved to cooperate when doing so is not in their material power interests. Alastair Iain Johnston carries out his groundbreaking theoretical task through a richly detailed look at China's participation in international security institutions during two crucial decades of the "rise of China," from 1980 to 2000. Drawing on sociology and social psychology, this book examines three microprocesses of socialization--mimicking, social influence, and persuasion--as they have played out in the attitudes of Chinese diplomats active in the Conference on Disarmament, the Comprehensive Nuclear Test Ban, the Convention on Conventional Weapons, and the ASEAN Regional Forum. Yet modern statehood is an anomaly, both historically and within the contemporary international system, while the condition of "limited statehood," wherein countries lack the capacity to implement central decisions and monopolize force, is the norm. Limited statehood, argue the authors in this provocative collection, is in fact a fundamental form of governance, immune to the forces of economic and political modernization. Challenging common assumptions about sovereign states and the evolution of modern statehood, particularly the dominant paradigms supported by international relations theorists, development agencies, and international organizations, this volume explores strategies for effective and legitimate governance within a framework of weak and ineffective state institutions. Approaching the problem from the perspectives of political science, history, and law, contributors explore the factors that contribute to successful governance under conditions of limited statehood. These include the involvement of nonstate actors and nonhierarchical modes of political influence. Empirical chapters analyze security governance by nonstate actors, the contribution of public-private partnerships to promote the United Nations Millennium Goals, the role of business in environmental governance, and the problems of Western state-building efforts, among other issues. Recognizing these forms of governance as legitimate, the contributors clarify the complexities of a system the developed world must negotiate in the coming century.

Based on a series of controlled comparisons among regimes and states, Valerie Bunce argues in this book that two factors account for these remarkable developments: the institutional design of socialism as a regime, a state, and a bloc, and the rapid expansion during the 1980s of opportunities for domestic and international change. When combined, institutions and opportunities explain not just when, how, and why these regimes and states disintegrated, but also some of the most puzzling features of these developments - why, for example, the collapse of socialism was largely peaceful and why Yugoslavia, but not the Soviet Union or Czechoslovakia, disintegrated through war.
