Book The California Idea and American Higher Education

Download or read book The California Idea and American Higher Education written by John Aubrey Douglass and published by Stanford University Press. This book was released on 2007-01-03 with total page 618 pages. Available in PDF, EPUB and Kindle. Book excerpt: Throughout the twentieth century, public universities were established across the United States at a dizzying pace, transforming the scope and purpose of American higher education. Leading the way was California, with its internationally renowned network of public colleges and universities. This book is the first comprehensive history of California's pioneering efforts to create an expansive and high-quality system of public higher education. The author traces the social, political, and economic forces that established and funded an innovative, uniquely tiered, and geographically dispersed network of public campuses in California. This influential model for higher education, "The California Idea," created an organizational structure that combined the promise of broad access to public higher education with a desire to develop institutions of high academic quality. Following the story from early statehood through to the politics and economic forces that eventually resulted in the 1960 California Master Plan for Higher Education, The California Idea and American Higher Education offers a carefully crafted history of public higher education.

Visit www.luminosoa.org to learn more. The Dream Is Over tells the extraordinary story of the 1960 Master Plan for Higher Education in California, created by visionary University of California President Clark Kerr and his contemporaries. The Master Plan’s equality of opportunity policy brought college within reach of millions of American families for the first time and fashioned the world’s leading system of public research universities. The California idea became the leading model for higher education across the world and has had great influence in the rapid growth of universities in China and East Asia. Yet, remarkably, the political conditions supporting the California idea in California itself have evaporated. Universal access is faltering, public tuition is rising, the great research universities face new challenges, and educational participation in California, once the national leader, lags far behind. Can the social values embodied in Kerr’s vision be renewed?

Available in PDF, EPUB and Kindle. Book excerpt: An international research team examines California's system of postsecondary and higher education. In particular, the examination seeks answers on how California maintains educational quality, access, and equality while working with the market and the state in developing educational solutions to political, social, and economic problems. Part 1 of the report provides analyses and questions on how the state, in practice, can manage and finance the educational requirements, particularly in the context of the future demographic composition of the state (large inflows of immigrants), that stem from the constant need for highly-qualified manpower that is demanded in a technology-based economy. A bibliography of 50 items is included. Part 2 provides a record of the review meeting within the education committee, including replies to the examiners' questions. Part 3 reproduces a summary of the background report prepared for the review by the California Postsecondary Education Commission titled "Preparing for the Twenty-First Century: A Report on Higher Education in California." Book The Future of Public Undergraduate Education in California

Download or read book The Future of Public Undergraduate Education in California written by M. Shires and published by RAND Corporation. This book was released on 1996 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1960, the California Master Plan for Higher Education set a goal of providing access to every Californian who could benefit from it. As a result of the commitment, California has developed one of the largest most successful public postsecondary education sectors in the nation. State fiscal constraints have combined with exploding population growth, however, to call the state's ability to sustain that goal into question. Several studies have looked at this issue, including two reviews by the State Legislature. This report examines the state's prospects for meeting the goal of the master plan in the context of its future demographic and fiscal environment. The research uses a dynamic simulation model to estimate the target level of education envisioned in the master plan and the levels likely to be attained under a range of scenarios. It finds that the state will not be able to meet nearly half of the target-level demand overall. The study also finds that the prospects of closing this gap through increased revenues, increased fees, and increased productivity are not feasible. It concludes that the state must take two actions: (1) it must reevaluate the access goals of the master plan and focus on ways to maximize the return on its education investment; and (2) the three public systems should focus their resources on restructuring the way in which they deliver the education product to maximize the ability of the state to serve as many citizens as possible.
