According to program instructions, we conducted price surveys on a semi-monthly basis to obtain the necessary information from retail fuel merchants and propane dealers identified by the EIA. According to program instructions and at the discretion of the USDOE, we conducted four additional propane surveys on January 11 and 25, and April 5 and 19, 1993. The heating oil surveys began on October 5, 1992 and ended on March 15, 1993. The propane surveys began on October 5, 1992 and ended on April 19, 1993. We submitted data collected as of specified report dates to the EIA, within two working days of those dates.

Book excerpt: The objective of the Missouri State Heating Oil and Propane Program is to develop a joint state-level company-specific data collective effort. The State of Missouri provided to the US Department of Energy's Energy Information Administration company specific price and volume information on residential No. 2 heating oil and propane on a semimonthly basis. The energy companies participating under the program were selected at random by the US Department of Energy and provided to the Missouri Department of Natural Resources' Division of Energy prior to the implementation of the program. The specific data collection responsibilities for the Missouri Department of Natural Resources' Division of Energy included: (1) Collection of semimonthly residential heating oil and propane prices, collected on the first and third Monday from August 1993 through April 1994, and (2) Collection of annual Bales volume data for residential propane for the period September 1, 1992 through August 31, 1993. This data was required for the first report only. (3) Due to extenuating circumstances surrounding propane stocks particularly in the Midwest and East Coast, additional surveys were requested by the EIA. The additional survey dates were April 4 and 18th for residential propane only. These data were provided on a company identifiable level to the extent permitted by State law. Information was transmitted to the US Department of Energy's Energy Information Administration through the Petroleum Electronic Data Reporting option (PEDRO).

Book excerpt: The following is a summary report of the New Hampshire Governor's Office of Energy and Community Services (ECS) participation in the State Heating Oil and Propane Program (SHOPP) for the 1997/98 heating season. SHOPP is a cooperative effort, linking energy offices in East Coast and Midwest states, with the Department of Energy (DOE), Energy Information Administration (EIA) for the purpose of collecting retail price data for heating oil and propane. The program is funded by the participating state with a matching grant from DOE. SHOPP was initiated in response to congressional inquires into supply difficulties and price spikes of heating oil and propane associated with the winter of 1989/90. This is important to New Hampshire because heating oil controls over 55% of the residential heating market statewide. Propane controls 10% of the heating market statewide and is widely used for water heating and cooking in areas of the state where natural gas is not available. Lower installation cost, convenience, lower operating costs compared to electricity, and its perception as a clean heating fuel have all worked to increase the popularity of propane in New Hampshire and should continue to do so in the future. Any disruption in supply of these heating fuels to New Hampshire could cause prices to skyrocket and leave many residents in the cold.

Book excerpt: This report has been prepared by the Pennsylvania Energy Office (PEO) to summarize its activities under the State Heating Oil and Propane Program (SHOPP) for the 1994-95 heating season. The PEO is under a cooperative agreement, Agreement DE-7C01-91E122784, Amendment No. 3, with the U.S. Department of Energy, Energy Information Administration (DOE/EIA) to conduct these activities. The objective of the SHOPP program was to collect Pennsylvania-specific price information for residential No. 2 heating oil and propane and transmit this information to DOE/EIA for compilation into its various reports and publications. Under the PEO's cooperative agreement with DOE/EIA, prices were collected on the first and third Mondays of each month, starting on October 3, 1994, and extending through March 20, 1995. Prices were obtained via telephone calls made by PEO staff. For each heating oil distributor in the survey sample, the PEO collected charge prices for a standard delivery quantity of No. 2 heating oil. For propane, dealers were requested to provide the price for a customer using between one thousand and fifteen hundred gallons of fuel during the heating season. The PEO agreed to forward the survey results to the DOE/EIA within three days of the date of each survey. DOE/EIA's responsibility was to compile the data from all states and distribute a bi-weekly report. In addition, DOE/EIA took responsibility for the collection of primary stock information for No. 2 heating oil.

Book excerpt: The State Heating Oil and Propane Price (SHOPP) survey for the 1993--1994 heating season was conducted by the Pennsylvania Energy Office (PEO) in conjunction with the US Department of Energy, Energy Information Administration (DOE/EIA). The objective of the program was to collect price information for residential No. 2 heating oil and propane. Prices were to be collected on the first and third Mondays of each month, starting on October 4, 1993, and extending through March 21, 1994. When the survey started on October 4, 1993, the average No. 2 charge price for residential customers was 85.0 cents per gallon. On January 31, the DOE requested that the survey be conducted on a weekly basis. An extended period of extremely cold weather had increased demand for petroleum products. The seasonal high of 94.7 cents was reached on February 14, 1994. The price average declined to 91.8 cents on March 21, at the conclusion of the survey. This was an increase of 8.0 percent for the season. The results of the October 4, 1993, price survey indicated an average unweighted price of 108.9 cents per gallon for a residential customer. The average price rose to 116.2 cents on March 21, for a seasonal increase of 6.7 percent.
