Book excerpt: The Comprehensive School Reform (CSR) Program was established as a demonstration program in 1998 and authorized as a full program in 2002 as part of the No Child Left Behind Act (NCLB). It is one approach to help low-performing K-12 public schools meet state performance standards. CSR emphasizes two major concepts: mandating that school reform should be comprehensive in nature, strengthening all aspects of school operations (curriculum, instruction, professional development, parental involvement, and school organization); and use of scientifically based research models (models with evidence of effectiveness in multiple settings.) This report presents the third-year findings of a five-year study and focuses on the relationship between CSR award receipt and growth in student achievement and whether aspects of program implementation are associated with higher CSR achievement outcomes. Overall, findings indicate that schools receiving CSR awards did no better in mathematics and reading achievement than comparable schools not receiving CSR funding, and that schools receiving CSR awards were no more likely than non-CSR schools to implement legislatively-specified components of CSR. Book excerpt: The Longitudinal Assessment of Comprehensive School Reform Implementation and Outcomes (LACIO) responds to the No Child Left Behind Act's requirement for an evaluation of the federal Comprehensive School Reform (CSR) program. The legislation stipulates two broad goals for the evaluation: (1) to evaluate the implementation and outcomes achieved by schools after three years of implementing comprehensive school reforms; and (2) to assess the effectiveness of comprehensive school reform in schools with diverse characteristics. In order to address these requirements, the study focused on four evaluation questions: (1) How are CSR funds being targeted? (2) How is comprehensive school reform implemented in schools receiving CSR funds, in schools receiving Title I funds and in other schools? (3) What is the relationship between CSR implementation and student achievement outcomes? (4) What conditions (at the state and district level) influence the implementation of comprehensive reform programs? This report presents data collected from a random sample of 400 CSR schools that received funding in 2002 and 400 non-CSR schools with similar demographic and achievement characteristics. It draws from three data sources?school-level surveys of principals and teachers, the National School-Level State Assessment Score Database and the National Center for Educational Statistics (NCES) Common Core of Data (CCD). The data were collected in spring 2003 at the end of the first year of CSR implementation (2002-03). The emphasis in this report is on the first two evaluation questions that focus on school reform activities and the targeting of CSR program funds.

Book excerpt: The purpose of Even Start, as outlined in federal legislation, is to help break the intergenerational cycle of poverty and low literacy by providing a unified family literacy program for low-income families. Even Start has three related goals: (1) to help parents improve their literacy or basic education skills; (2) to help parents become full partners in educating their children; and (3) to assist children in reaching their full potential as learners. An Even Start family literacy program is an integrated adult education, early childhood education, and parent education program that facilitates parents and children spending time together in literacy activities. This Progress Report provides information about the thirteen Colorado Even Start programs, and the educational and self-sufficiency gains made by the families they serve. It includes program data for the past five years collected using the Colorado Family Literacy State Performance Measures. The report concludes with a look toward the future for Even Start and family literacy services in Colorado. For the past eight years, the Colorado Department of Education has supported a statewide evaluation of Colorado Even Start programs. The following evaluation findings are highlights from 2004-2005: (1) Colorado Even Start programs met 89% of the targeted goals contained in the state performance measures, an increase from last year when 71% of the goals were met; (2) Colorado Even Start programs served 422 families with 657 children; (3) The percent of families with 300 hours or more of participation in Even Start has increased every year for the past five years, beginning with a participation rate of 36% in 2000-2001 and moving to a rate of 65% in 2004-2005; (4) Of Even Start parents studying to pass the General Educational Development (GED) exam and teen parents working toward obtaining a high school diploma, 55% attained their goals this year, an increase from last year when the GED/diploma attainment rate was; (5) The average graduation rate for teen parents in Even Start over the past six years is 82%; (6) The percent of preschoolers in Even Start who are enrolled in an additional early childhood education program has steadily increased over the past five years from 45% to 77%.; (7) This year 76% of primary-grade children in Even Start were reading at or above grade level, or demonstrated one year's growth in literacy skills within one year (last year, 80% of kindergartners through third-graders met this goal); (8) The U.S. Department of Education reports that 74% of poor, preschool children are read to frequently (three or more times per week) by a family member -- children in Colorado Even Start programs fare better: 86 percent of the Colorado preschoolers in Even Start were read to regularly by their parents this year and the average of this state statistic for the past four years is 84%; and (9) Although some variation exists, five years of data show a pattern of the majority (always 72% or more) of Colorado Even Start parents of infants, toddlers, and preschoolers demonstrating important skills linked to educational benefits for children. The report concludes with reiteration of two recommendations previously made, calling for the Colorado Department of Education to fiscally support the Colorado Family Literacy consortium's effort to assist programs in view of uncertainty regarding federal funding, and for the Colorado State Legislature to provide new funding to support the Family Literacy Education Fund with expanded existing programs, new family literacy services and ongoing professional development for family-literacy staff. Book excerpt: The last major review of the achievement outcomes of comprehensive school reform (CSR) models was conducted in 2003. Despite the growing evidence base supporting CSR, the program was discontinued by the federal government in 2007. Now, six years after the 2003 meta-analysis, the study's lead author, Geoffrey Borman, revisits the results and interprets how the policy and research landscape has evolved over the years. He concludes that in terms of increased student achievement, CSR appears to: (1) have an overall positive effect; (2) be effective whether a school is relatively lower or higher on poverty measures; (3) increase its effectiveness for an individual school the longer it is implemented there; (4) include a variety of models, with a number of them generating strong evidence of effectiveness over the years; and (5) depend for its effectiveness more on program implementation than on whether it contains a predetermined set of federally required components. Schools and district continue to employ a number of CSR models and fund them with Title I and other monies. (Contains 2 footnotes.) We developed a methodology to quantitatively measure the level of CSR implementation that can be used across a variety of CSR models, and we then applied this methodology to measure actual implementation of four different CSR models in a large number of schools. The study also compared the extent to which actual practices in curriculum, instruction, governance, grouping of students, assessment of students, and parent involvement differed between schools using these four models and a sample of matched comparison schools that did not use the models.

The following evaluation findings are highlights from 2005-2006: (1) Colorado Even Start programs met 85% of the targeted goals contained in the state performance measures; (2) Colorado Even Start programs served 382 families with 595 children; (3) Of Even Start parents studying to pass the General Educational Development (GED) exam and teen parents working toward obtaining a high school diploma, 70% attained their goals this year, a 15% increase from last year and the highest percentage in the four years the statistic has been calculated; (4) The average graduation rate for teen parents in Even Start over the past seven years is 83%; (5) The percent of preschoolers in Even Start who are enrolled in an additional early childhood education program has steadily increased over the past five years from 45% to 81%; (6) This year 78% of primary-grade children in Even Start were reading at or above grade level, or demonstrated one year's growth in literacy skills within one year (last year, 76% of kindergartners through third-graders met this goal); (7) Using a new assessment, the Parent Education Profile, 74% of rated parents demonstrated progress in using language with their children; 73% of the rated families placed an increased priority on learning with their children at home; and (8) Eighty-nine percent of unemployed Even Start parents seeking work, obtained employment this year. The report concludes with two recommendations, one to the Colorado Department of Education for fiscal support of the Even Start program in view of reduced federal funding, and one to the Colorado State Legislature for provision of funding to the Family Literacy Education Fund. These recommendations reflect action upon recommendations of the previous version of this report.
