Book State Energy Efficiency Resource Standards Analysis

Download or read book State Energy Efficiency Resource Standards Analysis written by Sandy Glatt and published by . This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the last decade, rising and volatile energy prices, coupled with increasing concern about climate change and growing support for action on energy and environmental issues has driven a surge of corporate environmental commitments. Energy efficiency has emerged as a key component of these commitments. Leading firms that give greater attention to energy efficiency report billions of dollars in savings and millions of tons of avoided greenhouse gas emissions, according to Pew's Center's report "From Shop Floor to Top Floor: Best Business Practices in Energy Efficiency." This report documents leading-edge energy efficiency strategies, describes best practices, and provides guidance and resources for other businesses seeking to reduce energy use in their internal operations, supply chains, and products and services.

Book excerpt: "In the absence of federal requirements for energy savings, states are leading the way with effective, forward-looking energy efficiency policies. More than half of them have adopted energy efficiency resource standards (EERS), policies that set long-term mandatory energy savings targets for utilities and efficiency program administrators. This paper analyzes states' progress toward meeting these targets"--Publisher's description.

Book State Energy Efficiency Resource Standards

Download or read book State Energy Efficiency Resource Standards written by and published by . This book was released on 2014 with total page 43 pages. Available in PDF, EPUB and Kindle. Book excerpt: An energy efficiency resource standard (EERS) is a policy that requires utilities or other entities to achieve a specified amount of energy savings through customer energy efficiency programs within a specified timeframe. EERSs may apply to electricity usage, natural gas usage, or both. This paper provides an overview of the key design features of EERSs for electricity, reviews the variation in design of EERSs across states, and provides an estimate of the amount of savings required by currently specified EERSs in each state. As of December, 2013, 23 states have active and binding EERSs for electricity. We estimate that state EERSs will require annual electricity savings of approximately 8-11% of total projected demand by 2020 in states with EERSs, however the level of savings targeted by the policies varies significantly across states. In addition to the variation in targeted savings, the design of EERSs varies significantly across states leading to differences in the suite of incentives created by the policy, the flexibility of compliance with the policy, the balance of benefits and costs of the policy between producers and consumers, and the certainty with which the policy will drive long-term savings.

Book Laying the Foundation for Implementing a Federal Energy Efficiency Resource Standard

Download or read book Laying the Foundation for Implementing a Federal Energy Efficiency Resource Standard written by Laura A. Furrey and published by . This book was released on 2009 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Energy efficiency is the cheapest, fastest, and cleanest source of energy. This report highlights the importance of energy efficiency and the various market barriers that have limited the use of energy efficiency, discusses current state actions, and explains how an Energy Efficiency Resource Standard (EERS) works to achieve large energy savings. Most importantly, this report summarizes the potential savings that the United States might attain through the adoption of a national EERS as determined by a recent ACEEE analysis and explains the methodology supporting the analysis.

Book Predicting U S State Adoption of Energy Efficiency Resource Standards

Download or read book Predicting U S State Adoption of Energy Efficiency Resource Standards written by Benjamin King and published by . This book was released on 2014 with total page 106 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the absence of meaningful federal action, many states have adopted clean energy policies aimed at reducing carbon emissions. Among these policies is the energy efficiency resource standard (EERS), adopted by 33 states mostly in the last decade, which sets an energy consumption reduction target for some or all regulated utilities within a state. My paper examines what factors affect a state's likelihood of adopting an EERS, and whether those factors are different for EERS policies compared with other clean energy policies. The energy policy literature features many studies of clean energy policy adoption, but none have focused specifically on EERS adoption. I theorized that energy efficiency potential being relatively homogeneously distributed across states (compared to renewable energy potential) and efficiency's relative inexpensiveness as a resource would result in a unique set of factors being associated with the likelihood of EERS adoption. Specifically, I expected that three internal determinants--the presence of utility rate decoupling in a state, a state's political ideology, and the state's average retail price of residential electricity--affect a state's likelihood of adopting an EERS. To test these hypotheses, I estimated several multiple regression models using an event history analysis approach and found that citizen liberalism, level of electricity consumption, and a time counter variable were all statistically significant and positive predictors of state adoption of an EERS, all else equal. I found no association between decoupling or electricity price and EERS adoption, though in the case of the former that may be a result of insufficient data.

Book excerpt: The buildings sector accounts for a major proportion of energy consumption, currently around 20 per cent, but it has also been the focus of much of the energy conservation efforts over the past decade. This book provides a compilation of the state of the art regarding energy conservation. Chapters examine a wide range of issues, including design and implementation of government and utility programmes; appliance standards; collection and analysis of buildings energy data; and integrated resource planning. The book also discusses future directions for research.

Book Real Prospects for Energy Efficiency in the United States

Download or read book Real Prospects for Energy Efficiency in the United States written by National Research Council and published by National Academies Press. This book was released on 2010-06-10 with total page 349 pages. Available in PDF, EPUB and Kindle. Book excerpt: America's economy and lifestyles have been shaped by the low prices and availability of energy. In the last decade, however, the prices of oil, natural gas, and coal have increased dramatically, leaving consumers and the industrial and service sectors looking for ways to reduce energy use. To achieve greater energy efficiency, we need technology, more informed consumers and producers, and investments in more energy-efficient industrial processes, businesses, residences, and transportation. As part of the America's Energy Future project, Real Prospects for Energy Efficiency in the United States examines the potential for reducing energy demand through improving efficiency by using existing technologies, technologies developed but not yet utilized widely, and prospective technologies. The book evaluates technologies based on their estimated times to initial commercial deployment, and provides an analysis of costs, barriers, and research needs. This quantitative characterization of technologies will guide policy makers toward planning the future of energy use in America. This book will also have much to offer to industry leaders, investors, environmentalists, and others looking for a practical diagnosis of energy efficiency possibilities.
