Book excerpt: Analyzing educational landscapes – the fundamental values, principles and institutions of the sector – is a highly complex and demanding task for any researcher. Like shifting desert sands, these aspects of education are in a constant state of flux, changing according to the unpredictable economic, social, cultural and geo-political circumstances of late modernity. Key aspects of the intricate, fluid and multifarious contemporary setting can always escape the researcher’s necessarily selective observation. The contributors to this book share the view that it is wise, therefore, to take note of other people’s ideas, perceptions and perspectives, to compare notes and reflect critically on them. Thus the papers presented here are a critical and comparative analysis of today’s changing educational landscapes. They are an exploration of some of the forces and factors that induce these changes, and also examine some of their most significant implications. The work takes a fresh look at received ideology and institutional practices and delineates the increasingly internationalized educational discourses and policies. Among other things, the book discusses the obsession with quality in education and the alternative perceptions of educational equality; the rising concern at the obstacles to truly multicultural education, and the debate about the epistemological foundations both of knowledge and knowledge production. Underlying all of the papers in the book is the authors’ intention to enhance our understanding of educational change in this era of transition and to further our appreciation of its multifaceted expressions across the world.

Book excerpt: A central objective of state policy is to move larger numbers of citizens through the "educational pipeline" to attain a college degree. In part this objective recognizes that the U.S. is losing its historic dominance in the proportion of young adults with a postsecondary credential (OECD, 2007). Equally important in stimulating change is widespread recognition that possessing a high school diploma no longer guarantees middle class earnings and life styles. But acknowledgement of the importance of this goal across the states does not guarantee equal levels of policy attention and states vary widely in the ways they choose to address these issues. The intent of the NCHEMS (National Center for Higher Education Management Systems) Student Transitions Study, funded by the Lumina Foundation for Education, is to document these many differences. The study concentrates on four key transitions that directly affect the number of college graduates that a state can generate. The first is the transition from high school to college. This transition is influenced by policies that establish high school exit standards, put college-preparatory high school curricula in place, establish explicit competency or skill levels that define "college readiness," or create dual enrollment programs through which high school students can earn college credit. The second transition is from pre-college to college-level work. This is affected by policies governing basic skills testing and placement. The third transition is from two-year to four-year institutions of higher education. This is affected by state policies about transfer of credits and degrees. The fourth and final transition is from the status of being enrolled in a postsecondary institution to having graduated from one. This is affected by policies on acceleration or the availability of alternative ways for students to make progress, and the provision of incentives to institutions to increase graduation rates or incentives to students to graduate on time. Sections of the report on each of these topics describe the approaches taken by the fifty states. Appendices include: (1) Initial Contact Letter; and (2) Transitions Data Collection Protocol. Book excerpt: In 2012, Chicago's school year began with the city's first teachers' strike in a quarter century and ended with the largest mass closure of public schools in U.S. history. On one side, a union leader and veteran black woman educator drew upon organizing strategies from black and Latinx communities to demand increased school resources. On the other side, the mayor, backed by the Obama administration, argued that only corporate-style education reform could set the struggling school system aright. The stark differences in positions resonated nationally, challenging the long-standing alliance between teachers' unions and the Democratic Party. Elizabeth Todd-Breland recovers the hidden history underlying this battle. She tells the story of black education reformers' community-based strategies to improve education beginning during the 1960s, as support for desegregation transformed into community control, experimental schooling models that pre-dated charter schools, and black teachers' challenges to a newly assertive teachers' union. This book reveals how these strategies collided with the burgeoning neoliberal educational apparatus during the late twentieth century, laying bare ruptures and enduring tensions between the politics of black achievement, urban inequality, and U.S. democracy.

However, most of the studies dealing with the 'new' China tend to concentrate on recent events, leaving undocumented, particularly, the years between the establishment of the People's Republic in 1949 and the onset of the Cultural Revolution. To supplement this gap in the literature, Dr. Julia Kwong here examines the workings of a crucial institution— education—during this period in China's history. Book excerpt: The main purpose of this book is to provide a concise overview of educational transition – to document, discuss and analyse key changes (and continuities) in South African education since the end of apartheid. What makes this period particularly fascinating for educationalists is that the legacy of apartheid and the years of international isolation meant that educational reform had to be fundamental and wide ranging if South Africa was to become a modern, democratic state participating in the global political economy of the twenty-first century. The result was that in the final five years of the twentieth century South Africa became something of a laboratory or crucible for educational innovation. From 1948 to the early 1990s South African government was based on an institutionalised system of ‘racial’ separation and inequality formally known as apartheid. A white minority dominated a black majority in a context of stark social, political and economic differentiation. While the apartheid state used force to maintain this system, formal education was also used to try to make the basic tenets of apartheid ‘normal’ and ‘acceptable’ in the minds of South Africans. From the apartheid government’s point of view, the role of education was to help to perpetuate and reproduce a racist system and to encourage obedience and conformity to that system. It is not therefore surprising that in the 1970s and 1980s education also became a key site in the struggle against apartheid or that educational reform was high on the agenda of the first democratically elected government after April 1994. However, while the direction of educational reform has inevitably been strongly influenced by the nature and history of the anti-apartheid struggle inside South Africa, the global political and economic context has also played its part in shaping educational debate and policy outside South Africa. Clive Harber’s book recognises that there is a difference between planned reform and the actual nature of educational change on the ground and tries, where possible, to set reform in the contextual realities of South African education as they presently exist. It aims to understand the difficulties and ambiguities of transition as well as the overt aims and goals as enshrined in policy documents and legislation.
