Book Budgeting for Higher Education at the State Level

Download or read book Budgeting for Higher Education at the State Level written by Daniel T. Layzell and published by Jossey-Bass. This book was released on 1990-05-12 with total page 156 pages. Available in PDF, EPUB and Kindle. Book excerpt: State budgeting for higher education is a complex, multifacted process which is influenced by conditions outside both state government and higher education including the historical traditions, political culture, economic and demographic aspects of a state. Noted is the need of higher education to compete with other policy areas for resources and yet retain its autonomous nature. This monograph addresses the following budgeting concerns: environmental factors framing the state budget process for higher education; how these factors affect state budgeting; the primary elements of the state budget process for higher education; how the state higher education budget links resources with state objectives; accountability; costs, productivity, and quality; affordability; economic development; minority and nontraditional students; independent higher education; and the implications of what we know about state-level budgeting for higher education. It is emphasized that all participants, from the state level agency to the department within an institution should be aware of the overall picture of state budgeting for higher education. Book The Control of the Campus

Download or read book The Control of the Campus written by and published by . This book was released on 1982 with total page 150 pages. Available in PDF, EPUB and Kindle. Book excerpt: Governance in U.S. higher education is discussed, based on a 1982 survey of decision making in higher education with attention to its roots, the effects of current conditions on decision-making arrangements, and a possible governance framework for the future. While both private and public education are considered, the public sector is emphasized. Governance is defined as both formal decision arrangements and informal procedures by which standards are maintained. Information was obtained from a survey of decision-making in state higher education agencies, flagship universities, four-year colleges, and two-year colleges. After discussing the mission of universities, the tradition of self-regulation in American higher education is examined, including the governing board and voluntary accreditation. Also covered are outside governance connections (the state, the federal government, and the courts) that have significantly altered the mission and governance of higher education. It is concluded that, on balance, higher education's partnership with governments on both state and national levels has generated far more benefits than it has administrative burdens. However, because external influences on academic governance should not be allowed to overwhelm internal governance structures, colleges are urged to strengthen self-regulation capacity, to take leadership roles, and to revitalize their historic governance tradition. The survey questionnaire is included, together with a list of participating institutions and agencies. (SW) reprinted from ERIC.

Book Responsibility Center Budgeting

Book excerpt: "This book is refreshing in many ways. . . . it calls attention to a most important and timely topic . . . in a conversational and witty manner . . . Considering the subject, this is a most pleasant read." —Journal of Higher Education Notoriously unbusinesslike in their budgeting and management techniques, colleges and universities need a rational tool for sound fiscal management. This book, based on Indiana University's shift to responsibility center budgeting in 1987, treats both the conceptual and the philosophical bases for the system together with ground-level experience. The bottom line: a decentralized, incentive-based approach to budgeting empowers deans and other center managers to accomplish their missions in a more efficient manner.
