The study was limited to the states' approval of CTE programs implemented by public, two-year degree-granting institutions and did not include policies and procedures for private or proprietary institutions, secondary CTE programs, or non-credit CTE courses and programs. The inventory resulting from this study provides a snapshot of a broad array of policies and procedures currently used by states to review and modify existing policies and procedures.

Book excerpt: This study examined the final program approval for new postsecondary Career and Technical Education (CTE) programs and program review policies and procedures for existing programs based on publicly available Web sites and on follow-up interviews with representatives in the final state approving agency. The purpose of the study was to inventory the various state-level policies and procedures and examine how occupational standards were being incorporated into approval processes. In addition, the study examined the methods by which the states ensured that programs were aligned with labor market needs and how articulation efforts were being incorporated into the final state program approval policy and procedure. The study was limited to public, two-year degree-granting institutions and did not include any policies and procedures for private or proprietary institutions. Findings reveal that there is considerable variation across states with respect to structure, policies, and procedures governing the approval of new programs and the review of existing programs. The typical contents of new program approval applications and of program review guidelines, including their wide variation across state agencies and community college systems, suggests that the decision making process about the establishment of new programs is for all practical purposes delegated to the local institutions. There is also wide variation of the application of the term "standards" across systems and there is evidence to suggest that state agencies lacked either the time or the expertise necessary to determine the appropriateness of the standards suggested by local institutions. There is even wider variation across state agencies in their understanding and application of criteria related to labor market conditions as a part of program approval and review. Articulation appears to be largely outside of policies and procedures for approval of new programs and review of existing programs. Appendices include: (1) Definitions; (2) State Web Sites; (3) Data Collection Instrument; and (4) State Summaries. (Contains 7 tables, 1 figure, and 1 footnote.).

Book excerpt: The Washington Higher Education Coordinating Board (HECB) is charged with overseeing state higher education resources, guided by two goals: (1) Increasing opportunities for students to earn degrees; and (2) Developing a higher education system responsive to the state's economic needs. Key strategies include the development of new planning tools and the integration of previously separate approval processes for new degree programs with the purchases and leases of major off-campus facilities. The goal of the Program and Facility Approval Policies and Procedures is to develop a process for program approval that provides clear criteria for program approval and offers ample opportunity for interested parties to provide feedback on program proposals. The revised policies and procedures provide institutions and the HECB with two new planning tools: (1) Statewide and regional assessment of student, employer, and community needs for degrees and education; and (2) Program and facility inventory that identifies academic degree program offerings and the facilities where programs are offered for both public and private institutions. Policies reflect the board's vision of allowing off-campus programs to develop progressively from teaching sites to learning centers and, under certain circumstances, into new colleges or universities. Seven areas of approval authority are assigned to the board: (1) New degree programs by a four-year institution; (2) Creation of any off-campus programs by a four-year institution; (3) Purchase or lease of major off-campus facilities by a four-year institution or a community or technical college; (4) Creation of higher education centers and consortia; (5) New degree programs and creation of off-campus programs by an independent college or university in collaboration with a community or technical college; (6) Applied baccalaureate degree programs developed by a community or technical college under Section 6 of HB 1794; and (7) Agreements between a community or technical college and one or more regional universities, branch campuses, or state colleges to offer baccalaureate degree programs under the pilot program established in Section 12 of HB 1794. The board delegates to the executive director the authority to review and update this document as needed to incorporate policy changes adopted by the board and Legislature. The publication contains two appendixes: (1) Glossary of Key Terms; and (2) Draft Forms.
