First, it is an important area in Georgia's integration with European institutions; indeed, Georgia is a signatory to numerous treaties that require it to reform its legislation concerning national minority issues. More broadly, however, it is an important element in the building of a democratic and peaceful state. Given Georgia's problems with externally inspired secessionism, the government's relationship with minorities within territory controlled by Tbilisi can play an important role not only in framing Georgia's future, but also in determining its attractiveness to those minorities whose leaderships have chosen to part ways with Tbilisi. Since the Rose Revolution of 2004, Georgia has been changing rapidly; and some of this change - even while aiming at the fuller integration of minority populations with the rest of Georgia in economic, social, and political terms - has caused frictions with minority populations, adding further importance to the government's handling of the question of national minorities. This report aspires to provide two perspectives on Georgia's process of national integration, with a focus on minority issues. The first contribution, "State Building Dilemmas: The Process of National Integration in Post-Revolutionary Georgia" seeks to identify contemporary problems and tradeoffs associated with Georgia's state-building process, with implications for the state's handling of national integration and minority issues. It is written by two of the Joint Center's researchers with particular expertise on Georgian affairs, Niklas Nilsson and Johanna Popjanevski. They conclude that while the Georgian leadership is increasingly adopting a citizenship based approach to minority integration, certain priorities in the state-building process risk impeding the introduction of sufficient safeguards for minority rights. Incoherencies and communication deficits in Georgia's approaches to minority integration add to tensions between majority and minorities, as well as between center and region. It is therefore essential that Georgia develops ways to accommodate its visions of national unity with the implementation of international minority rights, and that this process takes place in constant dialogue with minority populations. The second contribution, "The Georgian State and Minority Integration: Progress Made and Progress Still to Come," is a needs assessment study based on the work of the Georgian Foundation for Strategic and International Studies (GFSIS) on the topic of ethnic minority integration in the Georgian state over a four-year period (2003-07). It is written by Ekaterine Metreveli and Temuri Yakobashvili. The paper concludes that while the Georgian government has been making demonstrated efforts at promoting the national integration of ethnic minorities, the activities have been limited in their scope and application to only sporadic interventions with the overall process still lacking the necessary mechanisms for achieving successful results. The study shows that a more proactive approach from the side of Tbilisi from whence governmental policies will not only be viewed through an ethnic lens will contribute more directly to the desired end.

Calvin Trillin, then a reporter for Time Magazine, attended the court fight that led to the admission of Holmes and Hunter and covered their first week at the university--a week that began in relative calm, moved on to a riot and the suspension of the two students "for their own safety," and ended with both returning to the campus under a new court order. Shortly before their graduation in 1963, Trillin came back to Georgia to determine what their college lives had been like. He interviewed not only Holmes and Hunter but also their families, friends, and fellow students, professors, and university administrators. The result was this book--a sharply detailed portrait of how these two young people faced coldness, hostility, and occasional understanding on a southern campus in the midst of a great social change.

Book excerpt: When most of Eastern Europe was struggling with dictatorships of one kind or another, the Democratic Republic of Georgia (1918-1921) established a constitution, a parliamentary system with national elections, an active opposition, and a free press. Like the Democratic Republic of Georgia in 1918, its successors emerged after 1991 from a bankrupt empire, and faced, yet again, the task of establishing a new economic, political and social system from scratch. In both 1918 and 1991, Georgia was confronted with a hostile Russia and followed a pro-Western and pro-democratic course. The top regional experts in this book explore the domestic and external parallels between the Georgian post-colonial governments of the early twentieth and twenty-first centuries. How did the inexperienced Georgian leaders in both eras deal with the challenge of secessionism, what were their state building strategies, and what did democracy mean to them? What did their electoral systems look like, why were their economic strategies so different, and how did they negotiate with the international community neighbouring threats. These are the central challenges of transitional governments around the world today. Georgia’s experience over one hundred years suggests that both history and contemporary political analysis offer the best (and most interesting) explanation of the often ambivalent outcomes.

Book excerpt: In the United States, broad study in an array of different disciplines â€"arts, humanities, science, mathematics, engineeringâ€" as well as an in-depth study within a special area of interest, have been defining characteristics of a higher education. But over time, in-depth study in a major discipline has come to dominate the curricula at many institutions. This evolution of the curriculum has been driven, in part, by increasing specialization in the academic disciplines. There is little doubt that disciplinary specialization has helped produce many of the achievement of the past century. Researchers in all academic disciplines have been able to delve more deeply into their areas of expertise, grappling with ever more specialized and fundamental problems. Yet today, many leaders, scholars, parents, and students are asking whether higher education has moved too far from its integrative tradition towards an approach heavily rooted in disciplinary "silos". These "silos" represent what many see as an artificial separation of academic disciplines. This study reflects a growing concern that the approach to higher education that favors disciplinary specialization is poorly calibrated to the challenges and opportunities of our time. The Integration of the Humanities and Arts with Sciences, Engineering, and Medicine in Higher Education examines the evidence behind the assertion that educational programs that mutually integrate learning experiences in the humanities and arts with science, technology, engineering, mathematics, and medicine (STEMM) lead to improved educational and career outcomes for undergraduate and graduate students. Brown turned 60 in May of 2014, and many special issues of peer?reviewed journals were dedicated to that anniversary. Unlike most special issues and volumes, we sought to highlight a smaller part of Brown, though no less significant. More specifically, we thought to develop a volume that focused on rural education in the aftermath of the decision. Most of the education policy and education reform literature caters to urban and suburban contexts, and very few academic books and journal articles—with the exception of research conducted by Craig, Amy, and Caitlin Howley and the Journal for Research on Rural Education—focus on rural education in the US. Thus, we wanted this volume to focus on the politics of educational opportunity in rural contexts. There is a paucity of rigorous research that examines how education policy affects the conditions of rural education. More specifically, research is scarce in examining the ways in which students in rural schools and districts have access to educational opportunities, although approximately one?third of all public schools are located in rural areas (Ayers, 2011). Educational opportunity in rural districts has been plagued by geographic isolation, loss of economic bases, and lack of capital (both financial and political) to voice the need for resources. To be clear, this volume does not present chapters that detail educational opportunity in rural districts and schools from a deficit perspective. Instead, chapters in this volume offer insight into both micro? and macro?level policies and practices that shape educational opportunities for students in rural schools and districts. As such, chapters in this volume investigate the “now” of educational opportunity for rural students and makes recommendations and suggestions for “later”. Given that, we are reminded of James Coleman’s (1975) thesis, “Education is a means to an end, and equal opportunity refers to later in life rather than the educational process itself” (p.28). This book will be organized into two distinct sections. The first section, comprised of chapters that examine educational opportunity in rural districts from a micro?level perspective, is devoted to chapters that broadly examine the implications of state and federal policy on educational opportunity in rural schools and districts. The second section, which includes case studies of rural districts in the American South, Appalachia, and the Northeast, takes a macro?level approach to examining educational opportunity in rural districts. Combined, chapters throughout the book provide readers with both an overview and a specific snapshot of educational opportunity in rural schools. Given the breadth and scope of chapters included in this volume, we believe the book adds tremendously to the education policy literature, as this vantage point has rarely been included in larger education policy discussions.

While the prevailing view holds that nationalism and globalization are forces of clashing opposition, Sabanadze establishes that these tend to become allied forces. Acknowledges that nationalism does react against the rising globalization and represents a form of resistance against globalizing influences, but the Basque and Georgian cases prove that globalization and nationalism can be complementary rather than contradictory tendencies. Nationalists have often served as promoters of globalization, seeking out globalizing influences and engaging with global actors out of their very nationalist interests. In the case of both Georgia and the Basque Country, there is little evidence suggesting the existence of strong, politically organized nationalist opposition to globalization. Discusses why, on a broader scale, different forms of nationalism develop differing attitudes towards globalization and engage in different relationships.Conventional wisdom suggests that sub-state nationalism in the post-Cold War era is a product of globalization. Sabanadze?s work encourages a rethinking of this proposition. Through careful analysis of the Georgian and Basque cases, she shows that the principal dynamics have little, if anything, to do with globalization and much to do with the political context and historical framework of these cases. This book is a useful corrective to facile thinking about the relationship between the ?global? and the ?local? in the explanation of civil conflict. Neil MacFarlane, Lester B. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. The study of consciousness has advanced rapidly over the last two decades. And yet there is no clear path to creating models for a direct science of human experience or for integrating its insights with those of neuroscience, psychology, and philosophy. In Inner Experience and Neuroscience, Donald Price and James Barrell show how a science of human experience can be developed through a strategy that integrates experiential paradigms with methods from the natural sciences. They argue that the accuracy and results of both psychology and neuroscience would benefit from an experiential perspective and methods. Price and Barrell describe phenomenologically based methods for scientific research on human experience, as well as their philosophical underpinnings, and relate these to empirical results associated with such phenomena as pain and suffering, emotions, and volition. They argue that the methods of psychophysics are critical for integrating experiential and natural sciences, describe how qualitative and quantitative methods can be merged, and then apply this approach to the phenomena of pain, placebo responses, and background states of consciousness. In the course of their argument, they draw on empirical results that include qualitative studies, quantitative studies, and neuroimaging studies. Finally, they propose that the integration of experiential and natural science can extend efforts to understand such difficult issues as free will and complex negative emotions including jealousy and greed.
