Regular meetings of the Board of Directors shall be held on the second Monday in each month, except July and August, at 7 P. M.; and five members of the Board shall constitute a quorum. Sec. 2. Special meetings may be called by the President, or by two or more members, upon giving notice to each director. Sec. 3. The officers of the Board shall be a President, Treasurer, Secretary and Auditor, the first of whom shall be biennially chosen by ballot by the Board, at its meeting in June, and shall hold office for two years, or until his successor shall have been elected. In the event of a failure to elect a President at the biennial meeting, he may be elected at any subsequent meeting of the Board. Sec. 4. The State Treasurer by virtue of law is ex officio the Treasurer of the School. Sec. 5. The Principal by same authority is ex officio the Secretary to the Board. Sec. 6. The Steward shall be ex officio the Auditor. Sec. 7. In the absence of the President or of the Secretary, their places shall be supplied by pro tempore appointments. Book excerpt: Excerpt from Perkins Institution: A Survey of the Work for the Blind in the United States From Its Beginning Until Now; Reprint From the Annual Report for the Year Ending August 31, 1926 I have found a statement to the effect that bringing blind pupils and deaf pupils together in social contact might tend to neutralize the class consciousness of both, which the superintendent making it felt inevitably followed their separate massing in institutions; and another statement that for a period of years the Iowa College for the Blind actually admitted as pupils varying proportions of children with almost perfect vision, perhaps with the hope that this leaven of sight would help nor malize the rest. It did help the blind somewhat but hurt the seeing; and being deemed unjustifiable in any case was finally stopped. Once the semi-private schools were well begun their multiplication as public state institutions west and south was rapid - too rapid indeed to be altogether wholesome, even where distinct from the deaf. A few superintendents reported amid their various struggles in making a start that it would have been better policy to consider a school already estab lished a regional one for a section of states. And so it probably would have been until each state had had the benefits Of deliberation. Some of them would not have located in small towns or out on the wilds, as a few did merely because somebody had donated land there. Certain com munities did sink state pride and send pupils a while for schooling to ad jacent territory; and at least six states and the District of Columbia still do so. Others either pioneered all over again, sent out a questionnaire or a visiting committee or, as in the case of Ohio, got Dr. Howe to Open at Columbus a specimen school. One zealous blind man, Samuel Bacon, started institutions in three states; another, William H. Churchman, even planned and superintended more than one and wrote reports that are still standard. Generally speaking, each new venture began much as the three pioneers did; - that is, either trained or borrowed pupils already trained and, having demonstrated on tour the educability of blind youth. It is a matter of common observance that blind people are, as a rule, happier than those who are deaf. The reason for this is, doubtless, that the blind, because of their apparent helplessness, immediately excite a feeling of sympathy and a desire on the part of those about them to be of assistance to them. They are, therefore, more gently cared for and more kindly treated and they receive greater consideration than is accord ed to the deaf, whose affliction, not being so evident, is not recognized, while their failure to promptly respond is assumed to be due to careless ness or inattention. Idea of educating the blind with the sighted. Mr. Bird, of London, has, for twenty-five voars, advocated this cause, bv publication and correspondence, under the name of the home and social system. Mr. Martin, Royal Blind Asylum, Edinburgh, has for fifteen years. There and elsewhere, urged the education of the blind in sighted schools, and the Directors of the same institution have used their influence in the same cause. Several books written about the blind have expressed approval of the principle; an individual schoolmaster here and there, each after his own fashion, has kindly received and taught any blind child he met, and it is known that several young men have passed through the Uni' versities, which is an illustration of the same principle. Rev. Mr. Blackstoek, the late teacher of the Mission, much encouraged the prosecution of this movement, and was at the head of a Society of the Blind in Glasgow, which entered heartily into the matter by sending circulars containing the first account of the Greenock system, and the testimony of Mr. Kay and others, to various Mem bers of Parliament, and also a Memorial to the Lord Advocate. The President of the Glasgow Mission used most earnest means with various Members of Parliament, which did very much to secure the recognition of the claims of the blind in the Education Bill. To him, therefore, these named above and others, more especially the Greenock friends who wrought out the experiment, as well as to George Anderson, Esq., and Sir David vvedderburn, Bart, whose amendment was agreed to, making provision for the education of the blind, the thanks of the country are eminently due.
