In the Korean War American prisoners were used in propaganda twice, first during the conflict, then at home. While in Chinese custody in North Korea, they were pressured to praise their treatment and criticize the war. When they came back, the Department of the Army and cooperative pundits said too many were weaklings who did not resist communist indoctrination or "brainwashing." Ex-prisoners were featured in a publicity campaign scolding the nation to raise tougher sons for the Cold War. This propaganda was based on feverish exaggerations that ignored the convoluted circumstances POWs were put in, which decisions in Washington helped create.

But few Americans are aware that enemy prisoners of war were incarcerated on our own soil during World War II. In The Barbed-Wire College Ron Robin tells the extraordinary story of the 380,000 German prisoners who filled camps from Rhode Island to Wisconsin, Missouri to New Jersey. Using personal narratives, camp newspapers, and military records, Robin re-creates in arresting detail the attempts of prison officials to mold the daily lives and minds of their prisoners. From 1943 onward, and in spite of the Geneva Convention, prisoners were subjected to an ambitious reeducation program designed to turn them into American-style democrats. Under the direction of the Pentagon, liberal arts professors entered over 500 camps nationwide. Deaf to the advice of their professional rivals, the behavioral scientists, these instructors pushed through a program of arts and humanities that stressed only the positive aspects of American society. Aided by German POW collaborators, American educators censored popular books and films in order to promote democratic humanism and downplay class and race issues, materialism, and wartime heroics. Red-baiting Pentagon officials added their contribution to the program, as well; by the war's end, the curriculum was more concerned with combating the appeals of communism than with eradicating the evils of National Socialism. The reeducation officials neglected to account for one factor: an entrenched German military subculture in the camps, complete with a rigid chain of command and a propensity for murdering "traitors." The result of their neglect was utter failure for the reeducation program. By telling the story of the program's rocky existence, however, Ron Robin shows how this intriguing chapter of military history was tied to two crucial episodes of twentieth- century American history: the battle over the future of American education and the McCarthy-era hysterics that awaited postwar America.

Book excerpt: Controlling Sex in Captivity is the first book to examine the nature, extent and impact of the sexual activities of Axis prisoners of war in the United States during the Second World War. Historians have so far interpreted the interactions between captors and captives in America as the beginning of the post-war friendship between the United States, Germany and Italy. Matthias Reiss argues that this paradigm is too simplistic. Widespread fraternisation also led to sexual relationships which created significant negative publicity, and some Axis POWs got caught up in the U.S. Army's new campaign against homosexuals. By focusing on the fight against fraternisation and same-sex activities, this study treads new ground. It stresses that contact between captors and captives was often loaded with conflict and influenced by perceptions of gender and race. It highlights the transnational impact of fraternisation and argues that the prisoners' sojourn in the United States also influenced American society by fuelling a growing concern about social disintegration and sexual deviancy, which eventually triggered a conservative backlash after the war.

Book excerpt: In recent times, the Asia-Pacific region has far surpassed Europe in terms of reciprocal trade with the United States, and since the 1980s immigrants from Asia entering the United States have exceeded their counterparts from Europe, reversing a longstanding historical trend and making Asian Americans the country’s fastest growing racial group. What does transpacific history look like if the arc of the story is extended to the present? The essays in this volume offer answers to this question challenging current assumptions about transpacific relations. Many of these assumptions are expressed through fear: that the ascendance of China threatens a U.S.-led world system and undermines domestic economies; that immigrants subvert national unity; and that globalization, for all its transcending of international, cultural, and racial differences, generates its own forms of prejudice and social divisions that reproduce global and national inequalities. The contributors make clear that these fears associated with, and induced by, pacific integration are not new. Rather, they are the most recent manifestation of international, racial, and cultural conflicts that have driven transpacific relations in its premodern and especially modern iterations. Pacific America differs from other books that are beginning to flesh out the transnational history of the Pacific Ocean in that it is more self-consciously a people’s history. While diplomatic and economic relations are addressed, the chapters are particularly concerned with histories from the “bottom up,” including attention to social relations and processes, individual and group agency, racial and cultural perception, and collective memory. These perspectives are embodied in the four sections focusing on China and the early modern world, circuits of migration and trade, racism and imperialism, and the significance of Pacific islands. The last section on Pacific Islanders avoids a common failing in popular perception that focuses on both sides of the Pacific Ocean while overlooking the many islands in between. The chapters in this section take on one of the key challenges for transpacific history in connecting the migration and imperial histories of the United States, Japan, China, Korea, Vietnam, and other nations, with the history of Oceania.

Hasegawa reveals in this fascinating study, numerous chemical agents were proposed during the Civil War era. As combat commenced, Hasegawa shows, a few forward-thinking chemists recognized the advantages of weaponizing the noxious, sometimes deadly aspects of certain chemical concoctions. They and numerous ordinary citizens proposed a host of chemical weapons, from liquid chlorine in artillery shells to cayenne pepper solution sprayed from fire engines. In chilling detail, Hasegawa describes the potential weapons, the people behind the concepts, and the evolution of some chemical weapon concepts into armaments employed in future wars. As he explains, bureaucrats in the war departments of both armies either delayed or rejected outright most of these unusual weapons, viewing them as unneeded or unworkable. Nevertheless, many of the proposed armaments presaged the widespread use of chemical weapons in the twentieth and twenty-first centuries. Especially timely with today’s increased chemical threats from terrorists and the alleged use of chemical agents in the Syrian Civil War, Villainous Compounds: Chemical Weapons and the American Civil War expands the history of chemical warfare and exposes a disturbing new facet of the Civil War. In chilling detail, Hasegawa describes the weapons proposed and prepared for use during the war and introduces the people behind the concepts. Although many of the ideas for chemical weapons had a historical precedent, most of the suggested agents were used in industry or medicine, and their toxicity was common knowledge. Proponents, including a surprisingly high number of civilian physicians, suggested a wide variety of potential chemical weapons—from liquid chlorine in artillery shells to cayenne pepper solution sprayed from fire engines. Some weapons advocates expressed ethical qualms, while others were silent on the matter or justified their suggestions as necessary under current circumstances. As Hasegawa explains, bureaucrats in the war departments of both armies either delayed or rejected outright most of these unusual weapons, viewing them as unneeded or unworkable. Nevertheless, many of the proposed armaments presaged the widespread use of chemical weapons in the twentieth and twenty-first centuries. For example, while Civil War munitions technology was not advanced enough to deliver poison gas in artillery shells as some advocates suggested, the same idea saw extensive use during World War I. Similarly, forms of an ancient incendiary weapon, Greek fire, were used sparingly during the Civil War and appeared in later conflicts as napalm bombs and flamethrowers. Especially timely with today’s increased chemical threats from terrorists and the alleged use of chemical agents in the Syrian Civil War, Villainous Compounds: Chemical Weapons and the American Civil War reveals the seldom-explored chemical side of Civil War armaments and illuminates an underappreciated stage in the origins of modern chemical warfare.
