By the 1980s, some space experts feared the United States was in danger of being surpassed in space, including dual-use systems that might be employed offensively in a military confrontation. A few experts, looking ahead, recommended a space force within roughly two decades. Standing up Space Force is organized chronologically by presidential administration, beginning in the middle of the Clinton years and progressing through the Trump administration. During the Clinton and George W. Bush years, the move to national security space was incremental. The Obama presidency witnessed the rise of NewSpace entrepreneurs whose impressive space activities facilitated their initial partnering with U.S. government National Security Space (NSS) missions helping the United States keep pace with China and Russia. During the Trump administration, all necessary elements finally came together – most significantly, presidential-congressional leadership and bipartisan support – to eventually produce the fiscal 2020 national defense authorization act (NDAA). Because the NDAA authorized and provided for the Space Force, when the President signed the defense bill on 20 December 2019, at the same moment he officially established the nation’s sixth armed service.

Also, there is the wildcard of numerous secret space programs possessing reverse-engineered antigravity craft. Their existence is not officially acknowledged by major nations, but their space activities pose major challenges to a Star Trek future. Will Space Force be able to integrate the US based secret space programs or will these and their foreign counterparts be obstacles to its future operations? The ultimate question is how the existence of extraterrestrial life will factor into the activities of Space Force and its allies space forces. Will extraterrestrial visitors respond in a benign or a belligerent way to Space Force setting up a multinational space coalition to militarily project humanity's presence far into our solar system and beyond? How will a future "Starfleet" with Space Force and NATO at its core have to deal with rogue secret space programs and alien life operating throughout our solar system? The US Navy secret space program reportedly has space battle groups built with the assistance of friendly human looking 'Nordic' extraterrestrials. Under what conditions will the Navy surrender authority over them to combine with Space Force? Or wait for the movie. There is going to be a movie, right?

It then discusses the various roles and missions an independentspace force would assume. Finally, it discusses the legal framework necessaryto establish a USSF and analyzes a legislative proposal. Though this paper advocates for "standing up" a separate USSF, the actual value of this paper is inthe legislation proposed in Appendix 2, and the analysis of that proposal.Merely considering the specific recommendations in that enabling legislationis beneficial should the United States move toward establishing a USSF.
