Encouraged by the success of the 2011 first edition, Romania and Armenia have organised a 2nd edition of the Future of Higher Education – Bologna Process Researchers’ Conference (FOHE-BPRC) in November 2014, with the support of the Italian Presidency of the European Union and as part of the official EHEA agenda. Reuniting over 170 researchers from more than 30 countries, the event was a forum to debate the trends and challenges faced by higher education today and look at the future of European cooperation in higher education. The research volumes offer unique insights regarding the state of affairs of European higher education and research, as well as forward-looking policy proposals. More than 50 articles focus on essential themes in higher education: Internationalization of higher education; Financing and governance; Excellence and the diversification of missions; Teaching, learning and student engagement; Equity and the social dimension of higher education; Education, research and innovation; Quality assurance, The impacts of the Bologna Process on the EHEA and beyond and Evidence-based policies in higher education. "The Bologna process was launched at a time of great optimism about the future of the European project – to which, of course, the reform of higher education across the continent has made a major contribution. Today, for the present, that optimism has faded as economic troubles have accumulated in the Euro-zone, political tensions have been increased on issues such as immigration and armed conflict has broken out in Ukraine. There is clearly a risk that, against this troubled background, the Bologna process itself may falter. There are already signs that it has been downgraded in some countries with evidence of political withdrawal. All the more reason for the voice of higher education researchers to be heard. Since the first conference they have established themselves as powerful stakeholders in the development of the EHEA, who are helping to maintain the momentum of the Bologna process. Book excerpt: In accordance with the ENQA (European Association for Quality Assurance in Higher Education) membership criteria laid down in the Statutes of ENQA, member agencies are required to undergo external reviews against the membership criteria, and thereby the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG) as adopted by the European Ministers in charge of higher education in Bergen in 2005, at least once every five years. These present Guidelines apply to ENQA coordinated reviews to be conducted periodically, for a first application for Full/Associate membership of ENQA and for inclusion in the European Quality Assurance Register for Higher Education (EQAR). According to the Statutes of ENQA, applications for Full/Associate Membership are considered only if accompanied by an independent external review report on the agency's conformity with the membership criteria. The membership criteria of ENQA consist of Part III of the ESG and some additional requirements and guidelines. However, due to the specific structure of ESG, agency reviews are not assessing Part III of the ESG only. Indeed, according to the first standard of Part III, agencies are required to demonstrate compliance with ESG Part II. Likewise, the first standard of Part II requires agencies to demonstrate that they take into account the effectiveness of internal quality assurance mechanisms (Part I). The review against the membership criteria can also include other aspects of the agency's work or organisation (see section 2). In any case, the same principles and processes outlined in these Guidelines are applied. It is recommended that the second and subsequent rounds of reviews aim at striving for improvement. In addition to judging the compliance with the ENQA membership criteria/ESG, the reviews should follow an enhancement-led approach. Agencies are invited to reflect on how they could further improve their compliance with all membership criteria/ESG and to identify areas for development in their self-evaluation report. It is also possible to accommodate a more thorough consideration of some of the criteria if the agency wishes. The specific areas of development will be considered in the next external review of the agency. Appended are: (1) Introductory section and structure of the final review report; (2) Financial Guidelines for ENQA coordinated reviews; (3) Statutes of ENQA; (4) Standards and Guidelines for Quality Assurance in the European Higher Education Area (Parts I, II and III); (5) Scrutiny for reconfirmation of or application for Full/Associate Membership; and (6) Mapping grid for panel members. The rapid and constant social, economic and technological mutations and international competition make the importance of qualitatively well-educated citizenry and labor forces very decisive. Globalization has developed a powerful impact on the development of higher education and imposes new challenges for the organization (standards, financing, regulations). Systems of higher education tend to detach from the national models and adopt a more "global" orientation. The implementation of quality assurance is one of the recent and most decisive transformations of higher education. Different higher education systems are trying to develop assessment tools (internal and external) to improve the quality of teaching, research and extension activities, and these are either based on experiences of selected countries or are extensively country specific. The quality assurance procedures that were often dependent on national directorial traditions have gradually tended to converge and led to a setup of common tools and standards. Countries under a centralized system tend to impose a uniform and general model while decentralized systems give greater freedom to universities to set up their own quality. International rankings of universities also contribute to impose a set of transnational standards and values, which is also being considered as indicative by the stakeholders. The present book tries to look at the quality assurance mechanism, international rankings and its impact in both absolute and comparative fashion in context of 11 countries from different parts of the world.

While the international legal framework for recognition is largely in place, there is still much to be done to improve the framework's implementation. The authors analyse the national action plans, demonstrating that there is great variety in practice among European countries. While some national action plans, provide a clear agenda for further improvement, others merely describe the current state of affairs, offering little indication for further action. This book will be of interest to policy makers and practitioners, and it is hoped that the analysis it provides will encourage further discussion and, above all, improved practice.
