Book excerpt: This report contains the results of standardization trials conducted on USS TARAWA (LHA 1) at a heavy displacement of 39,400 tons salt water (40,030 metric tons), and a light displacement of 35,000 tons salt water (35,560 metric tons). Measurements were made to determine powering data throughout the speed range at both displacements. In addition, fuel economy trials were conducted at the heavy displacement, and preliminary data are included in this report. TARAWA obtained a speed of 24.70 knots at 175.0 RPM, 2,010,000 pound feet (2,730,000 newton metres) shaft torque, and 67,050 SHP (50,000 kilowatts) at heavy displacement. A speed of 25.42 knots was obtained at 174.7 RPM, 1,925,000 pound feet (2,610,000 newton metres) shaft torque, and 64,000 SHP (47, 750 kilowatts) at the light displacement. Preliminary fuel economy data indicate a Specific Fuel Rate of .647 pounds per shaft horsepower hour (.394 grams per watt hour) at 68,293 SHP (50,926 kilowatts). (Author).

Book excerpt: As the array of expertise required to be a successful leader in the U.S. Navy has become more complex, Navy leaders have become increasingly concerned that senior officers need additional kinds of expertise, beyond those traditionally developed in naval officers, to be successful in commanding, leading, and managing the Navy enterprise. This study explores whether there is a gap in officer development that manifests itself in the flag officer ranks. Through surveys and interviews, and working with the Navy's Office of the Executive Learning Officer (ELO), the authors examined the kinds of expertise required for successful performance in Navy flag billets. They then created a model to determine the kinds of experience that the pool of Rear Admiral officers must have to fill these requirements, and compared it to actual experience possessed by several years of Rear Admiral selectees. The authors did not find major gaps between the kinds of experience required for flag billets and those possessed by candidate officers, but they did identify several combinations of expertise that the Navy should work to develop in officers to better meet current requirements. Hanser et al. also examined the Navy's structure, force development, doctrine, and technology acquisitions to identify the types of expertise likely to become more important for Navy leadership in the future. The authors conclude with a variety of recommendations on how the Navy might better prepare officers for senior leadership roles.

The documentary basis for this monograph was primarily the official records of the Marine Corps and Navy Department, but considerable use was made of interviews and correspondence with key individuals involved in all phases of helicopter development. One of the most pervasive characteristics of man is hindsight. It masquerades under many guises: Mon day morning quarterbacking, second guessing, and historical writing. When viewed through time, the past becomes distorted. Problems seem simpler, the choices more clear, and the conditions less complex than those of the present. The men who played a part become more heroic or more villainous than they were in life. This volume is an attempt to portray accurately the difficulties faced and the obstacles conquered by the men who developed helicopters in the Marine Corps, so that the Marines of today and the future may meet the challenges of their own times with the same dedication as their predecessors. The men who developed helicopters in the Marine Corps had nothing more to rely on than their knowledge of what had preceded them, intelligence liberally used, and both mental and physical courage. The present-day Marine will be well served if he applies nothing more.

The Marine Corps has a long history of fighting irregular wars, including the Banana Wars in Central America during the 1920s and the Vietnam War during the 1960s. To battle the insurgencies in Iraq and Afghanistan, the Corps drew upon this experience while also implementing new plans and programs to better prepare Marines to carry out counterinsurgency operations. The Marine Corps updated the curriculum at the Command and Staff College and transformed the annual Combined Arms Exercise into Exercise Mojave Viper: an immersive training program that simulated the urban environments in which Marines would be operating in Southwest Asia. Most importantly, Marines adjusted in the field, as battalion and company commanders drew on their basic training and education to devise innovative tactics to better combat the new threats they now faced. ?us, as this story shows, the Marine Corps did not undergo a radical transformation to fight in Iraq and Afghanistan, but instead drew on principles that had defined it as a warfighting organization throughout most of its history.
