Book excerpt: "This report analyzes the future role of standardization and interoperability (S and I) in Army operations and presents recommendations for improving Army management of S and I activities. Recent changes in U.S. national security strategy and resources, reinforced by experiences in Desert Shield/ Desert Storm require the Army to improve its ability to operate effectively with our allies and potential members of future coalitions. In NATO, U.S. Army forces will require greater S and I capabilities than ever before if they are to make a meaningful contribution to alliance military capability. In Operation Desert Storm, materiel and doctrinal standardization and interoperability contributed significantly to the allied victory; that experience suggests that interoperability with allied forces will be an essential precondition for success in future non-NATO contingencies. The Army needs to clarify policy guidance on and centralize management of S and I activities. Army planning documents need to emphasize the importance of S and I activities, in both the materiel area and in the doctrinal and tactical area. Management of standardization interoperability should be strengthened, in part through the expanded use of peacetime liaison teams assigned to allied military planning and coordination of S and I initiatives need to be managed carefully to ensure integration into the Army's regional security strategy. Book excerpt: The purpose of this study is to examine the Army Materiel Command's (AMC) program to standardize Army equipment, or to make it interoperable, with that of the other NATO forces. Data and information to accomplish study objectives were collected through the use of a consultant, questionnaires, visits to selected activities, and two workshop type seminars. Subsequent analysis indicated that although the US Army, and AMC, do have a management system to address standardization/interoperability of equipment and operational methods, it is decentralized and needs improvement. The study concludes that DA and AMC must establish an active and effective management activity if the program is to succeed at any level. An AMC central management activity would focus on developing interoperable equipment.

Book excerpt: Every important conflict of the twentieth century involving the United States has been an allied effort. Any similar conflict in the foreseeable future will undoubtedly follow this pattern. While allied experiences date from the time of ancient Greece and Rome, one need search no farther than World War II for portents of value to the nation's present and future leadership concerned with allied interoperability. Today, the focus is upon Europe and NATO. The most graphic and relevant experiences of allied interoperability in World War II emerged from this same geographical area. Historians have concentrated upon the highest levels of allied coalition warfare, neglecting functional, pragmatic issues at the operational level. The campaigns of North Africa, Sicily, Italy, and Russia provide case studies in the problems and challenges of allied interoperability on the battlefield. Standard, accepted Department of Defense/ NATO definitions of 'interoperability' remain inadequate. The term must encompass virtually every aspect of military operations so as to incorporate the subtleties and innuendoes inherent in any integrated force. The lessons of World War II in Europe provide a matrix for analysis of command and control, logistics, operations, education, training, and doctrine within which can be ascertained interoperability components like 'software' procedures, SOPs, and handbooks, as well as 'hardware' of weapons and equipment. The fundamental lesson or moral emerging from World War II experience with value for the future is simply: plan, train, organize for allied inter-operability - or have it anyway.

Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

This second report focuses on C4ISR and how it can facilitate the Army's efforts to assist the Department of Homeland Security (DHS) and emergency responders meet a catastrophic event.
