Book excerpt: Once a nuclear installation has reached the end of its safe and economical operational lifetime, the need for its decommissioning arises. Different strategies can be employed for nuclear decommissioning, based on the evaluation of particular hazards and their attendant risks, as well as on the analysis of costs of clean-up and waste management. This allows for decommissioning either soon after permanent shutdown, or perhaps a long time later, the latter course allowing for radioactivity levels to drop in any activated or contaminated components. It is crucial for clear processes and best practices to be applied in decommissioning such installations and sites, particular where any significant health and environmental risks exist. This book critically reviews the nuclear decommissioning processes and technologies applicable to nuclear power plants and other civilian nuclear facilities. Part one focuses on the fundamental planning issues in starting a nuclear decommissioning process, from principles and safety regulations, to financing and project management. AFRRI is not suggesting that the AFRRI TRIGA reactor facility be decommissioned. This report was prepared in compliance with paragraph 50.33 of Title 10, Code of Federal Regulations, which requires that funding for the decommissioning of reactor facilities be available when licensed activities cease. The planned method of decommissioning is complete decontamination (DECON) of the AFRRI TRIGA reactor site to allow for restoration of the site to full public access. The cost of DECON in 1990 dollars is estimated to be $3,200,000. The anticipated ancillary costs of facility site demobilization and spent fuel shipment will be an additional $600,000. Thus, the total cost of terminating reactor operations at AFRRI will be about $3,800,000. The primary basis for developing this cost estimate was a study of the decommissioning costs of similar reactor facility performed by Battelle Pacific Northwest Laboratory, as provided in U.S. Nuclear Regulatory Commission publication NUREG/CR-1756. The data in this study were adapted to reflect the decommissioning requirements of the AFRRI TRIGA reactor facility.

Book excerpt: In the late 1980s, the National Cancer Institute initiated an investigation of cancer risks in populations near 52 commercial nuclear power plants and 10 Department of Energy nuclear facilities (including research and nuclear weapons production facilities and one reprocessing plant) in the United States. The results of the NCI investigation were used a primary resource for communicating with the public about the cancer risks near the nuclear facilities. However, this study is now over 20 years old. The U.S. Nuclear Regulatory Commission requested that the National Academy of Sciences provide an updated assessment of cancer risks in populations near USNRC-licensed nuclear facilities that utilize or process uranium for the production of electricity. Analysis of Cancer Risks in Populations near Nuclear Facilities: Phase 1 focuses on identifying scientifically sound approaches for carrying out an assessment of cancer risks associated with living near a nuclear facility, judgments about the strengths and weaknesses of various statistical power, ability to assess potential confounding factors, possible biases, and required effort. The results from this Phase 1 study will be used to inform the design of cancer risk assessment, which will be carried out in Phase 2. This report is beneficial for the general public, communities near nuclear facilities, stakeholders, healthcare providers, policy makers, state and local officials, community leaders, and the media.
