Book excerpt: Inventory management within the Defense Logistics Agency is accomplished with the aid of the DLA Standard Automated Materiel Management System (SAMMS). The Uniform SAMMS Inventory Management Simulation (USIMS) is an operations research (OR) tool which permits evaluation of alternative inventory policies or environmental impacts on the performance of Defense Supply Centers (DSCs). USIMS uses a small sample of items in conjunction with a Monte Carlo simulation of various key SAMMS events to produce a wide range of inventory statistics on a proposed set of inventory policies. The USIMS was developed in the early 1970s. In the early 1980s, a phased approach to enhancing the USIMS package was agreed upon by the USIMS Steering Group, which consists of Headquarters and DSC OR personnel. One area of USIMS's enhancements involved improved documentation in the form of a user's guide. This guide is to provide users with theoretical background to the simulation, information necessary to run USIMS and assistance in the interpretation of its results.

As implemented at the General and Industrial Directorate, the Standard Automated Materiel Management System Automated Small Purchase System was used in conjunction with the Standard Automated Materiel Management System Procurement by Electronic Data Interchange to provide electronic commerce linkage to a single blanket purchase agreement vendor. The Defense Supply Center Philadelphia made $3.79 billion in total purchases during FY 1999 to support DoD and non-DoD customers. The General and Industrial Directorate, which manages one of four commodity lines at the supply center, made about $779.1 million in purchases. Our overall audit objective was to evaluate the buying program of the Standard Automated Materiel Management System Automated Small Purchase System. Specifically, we determined whether the buying program had adequate controls for ensuring that contracts awarded for small purchases were at fair and reasonable prices. We also reviewed the management control program as it related to the overall audit objective.

Book excerpt: The overall audit objective was to evaluate whether DLA was adequately planning for and managing year 2000 risks to avoid undue disruption to its supply mission. This audit, the third in a series on the DLA supply mission, focused on the core DLA supply system, SAMMS specifically, we reviewed year 2000 interface agreements, testing plans, contingency plans, and continuity of operations plans. Additional areas of the DoD Year 2000 Management Plan, December 1998, (DoD Management Plan) that we assessed included contracts finding, information assurance, management oversight and reporting, and prioritization and inventorying of mission critical systems and infrastructure. DLA and its three subordinate supply centers had taken action to ensure that SAMMS would be year 2000 compliant. Actions that DLA took included: (1) the implementation of Y2K contract clauses, (2) the allocation of necessary funds, (3) the implementation of an information assurance program, (4) the establishment of management oversight and reporting, and (5) the prioritization and inventorying of mission critical systems and infrastructure. Additionally, DLA developed contingency and test plans and performed Y2K testing. However, DLA did not fully comply with the requirements of the DoD Management Plan regarding interfaces, test documentation, and milestones. Although DLA did not fully comply with the DoD Management Plan, it subjected SAMMS to intensive testing before certification. Additional testing and the logistics end to end testing would provide further assurance that the DLA core supply mission performed by SAMMS would be year 2000 compliant.
