Book excerpt: Upon its adoption in December 1936, Soviet leaders hailed the new so-called Stalin Constitution as the most democratic in the world. Scholars have long scoffed at this claim, noting that the mass repression of 1937–1938 that followed rendered it a hollow document. This study does not address these competing claims, but rather focuses on the six-month long popular discussion of the draft Constitution, which preceded its formal adoption in December 1936. Drawing on rich archival sources, this book uses the discussion of the draft 1936 Constitution to examine discourse between the central state leadership and citizens about the new Soviet social contract, which delineated the roles the state and citizens should play in developing socialism. For the central leadership, mobilizing its citizenry in a variety of state building campaigns was the main goal of the discussion of the draft Constitution. However, the goals of the central leadership at times stood in stark contrast with the people’s expressed interpretation of that social contract. Citizens of the USSR focused on securing rights and privileges, often related to improving their daily lives, from the central government.

How did the people themselves engage with the official rules and the threat of violence in their lives? In this book, the contributors examine how social control developed under Stalin and Khrushchev. Drawing on deep archival research from across the former Soviet Union, they analyse the wide network of state institutions that were used for regulating individual behaviour and how Soviet citizens interacted with them. Together they show that social control in the Soviet Union was not entirely about the monolithic state imposing its vision with violent force. Instead, a wide range of institutions such as the police, the justice system, and party-sponsored structures in factories and farms tried to enforce control. The book highlights how the state leadership itself adjusted its policing strategies and moved away from mass repression towards legal pressure for policing society. Ultimately, Social Control under Stalin and Khrushchev explores how the Soviet state controlled the behaviour of its citizens and how the people relied on these structures.

Scholars have argued that China, like the former USSR, promulgated constitutions to enhance its domestic and international legitimacy by opening up the constitution-making process to ordinary people, and by granting its citizens political and socioeconomic rights. But what did ordinary officials and people say about their constitutions and rights? Did constitutions contribute to state legitimacy? Over the course of four decades, the PRC government encouraged millions of citizens to pose questions about, and suggest revisions to, the draft of a new constitution. Seizing this opportunity, people asked both straightforward questions like "what is a state?", but also others that, through implication, harshly criticized the document and the government that sponsored it. They pressed officials to clarify the meaning of words, phrases, and ideas in the constitution, proposing numerous revisions. Despite many considering the document "bullshit," successive PRC governments have promulgated it, amending the constitution, debating it at length, and even inaugurating a "Constitution Day." Drawing upon a wealth of archival sources from the Maoist and reform eras, Diamant deals with all facets of this constitutional discussion, as well as its afterlives in the late '50s, the Cultural Revolution, and the post-Mao era. Useful Bullshit illuminates how the Chinese government understands and makes use of the constitution as a political document, and how a vast array of citizens—police, workers, university students, women, and members of different ethnic and religious groups—have responded.

This book challenges such Eurocentric visions by retracing the evolution of modern institutions of collective decision-making in Eurasia. Breaching the divide between different area studies, the book provides nine case studies covering the area between the eastern edge of Asia and Eastern Europe, including the former Russian, Ottoman, Qing, and Japanese Empires as well as their successor states. In particular, it explores the appeals to concepts of parliamentarism, deliberative decision-making, and constitutionalism; historical practices related to parliamentarism; and political mythologies across Eurasia. It focuses on the historical and “reestablished” institutions of decision-making, which consciously hark back to indigenous traditions and adapt them to the changing circumstances in imperial and postimperial contexts. Thereby, the book explains how representative institutions were needed for the establishment of modernized empires or postimperial states but at the same time offered a connection to the past. The book considers the impact of this episode of massive population displacement across Eurasia on individuals, communities, and society more broadly. It explores how the challenges associated with wartime displacement gave rise to tensions between evacuees and local residents. These frictions, in turn, forced individuals to interrogate the meaning, terms, and limitations of citizenship and belonging in the Soviet Union. Evacuation thus played a critical role in the changing relationship between citizens and the Soviet state in the war and postwar periods. Furthermore, this study pays particular attention to the plight of Soviet Jewish evacuees, who constitute the largest contingent of Holocaust survivors in Europe, and the rise of anti-Semitism on the Soviet home front during the war.
