Book excerpt: The way in which local communities and other interested parties are engaged in dialogue about the decommissioning of nuclear facilities is likely to become an increasingly important issue as the number of decommissioning projects increases. This report identifies the broad range of stakeholders, their interests and interactions, and how these have affected actual decommissioning projects. The report takes into due account the environmental, sociopolitical, economic and cultural diversity among IAEA Member States, as well as the work of other organisations, in particular the Nuclear Energy Agency of the Organization for Economic Co-operation and Development (OECD/NEA). As a result, this publication presents a thorough analysis of concerns typical for stakeholders and the approaches that have been adopted to reconcile them.

Involving stakeholders in decision making processes, even those stakeholder groups that do not have a direct role in making those decisions, can enhance public confidence in the application of nuclear science and technology and strengthen communication among the key organizations in a nuclear programme. This publication provides theoretical and practical guidance on the development and implementation of stakeholder engagement programmes and activities. The key principles of stakeholder engagement are identified in it. It also includes tools such as templates to help establish a stakeholder engagement programme and identify associated activities, including tools for stakeholder analysis. The guidance provided can be further developed and adjusted to each specific type of facility, moment in its life cycle, and/or the group of stakeholders with which to engage. The publication demonstrates the importance of stakeholder engagement throughout the life cycle of all nuclear facilities, including operating and new reactors, all aspects of the nuclear fuel cycle, from uranium mining to spent fuel and radioactive waste management, decommissioning, and non-power applications.

These differences may have legitimate reasons but make the process of reviewing estimates complicated and the estimates themselves difficult to defend. Hence, the joint initiative of the OECD Nuclear Energy Agency (NEA), the International Atomic Energy Agency (IAEA) and the European Commission (EC) was undertaken to propose a standard itemisation of decommissioning costs either directly for the production of cost estimates or for mapping estimates onto a standard, common structure for purposes of comparison. This report updates the earlier itemisation published in 1999 and takes into account experience accumulated thus far. The revised cost itemisation structure has sought to ensure that all costs within the planned scope of a decommissioning project may be reflected. The report also provides general guidance on developing a decommissioning cost estimate, including detailed advice on using the structure.
