Book Rebuilding Iraq

Book excerpt: Since the fall of the former Iraq regime in April 2003, the multinational force has been working to develop Iraqi military and police forces capable of maintaining security. To support this effort, the United States provided about $5.8 billion in 2003-04 to develop Iraq's security capability. In February 2005, the president requested a supplemental appropriation with an additional $5.7 billion to accelerate the development of Iraqi military and police forces. GAO provides preliminary observations on (1) the strategy for transferring security responsibilities to Iraqi military and police forces; (2) the data on the status of forces, and (3) challenges that the Multi-National Force in Iraq faces in transferring security missions to these forces. To prepare this statement, GAO used unclassified reports, status updates, security plans, and other documents from the Departments of Defense and State. GAO also used testimonies and other statements for the record from officials such as the Secretary of Defense. In addition, GAO visited the Iraqi police training facility in Jordan.

This book was released on 2007 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: In light of the broad congressional interest in Iraq, we have undertaken this engagement under the authority of the Comptroller General to conduct evaluations at his own initiative to provide information on the status and challenges of developing ISF support capabilities. Specifically, our objectives were to determine (1) the current state of the logistical, command and control, and intelligence capabilities of the Iraqi Ministry of Defense; and (2) the current state of the logistical, command and control, and intelligence capabilities of the Ministry of Interior. Additionally, during the course of our work Coalition officials provided us with information on the status of coordination and communication between and within the ministries. On March 7, 2007, we issued a classified report to you containing our preliminary observations. This report is the unclassified version of that classified report. On March 9, 2007, we testified before the House Armed Services Committee, Subcommittee on Oversight and Investigations, on the development of the Ministry of Defense and Ministry of Interior's logistical capabilities for the Iraqi army and police. We expect to provide a follow-up report later that will examine in more detail the progress in the development of these capabilities, the level of U.S. support being provided to the ISF, and the linkage between the development of the ISF's support capabilities and the drawdown of U.S. forces in Iraq. This report is one of a series of products that GAO has produced since June 2004 addressing the security situation in Iraq and Iraqi security forces.

Book Operation Iraqi Freedom Preliminary Observations on Iraqi Security Forces Logistical Capabilities

Download or read book Operation Iraqi Freedom Preliminary Observations on Iraqi Security Forces Logistical Capabilities written by and published by . This book was released on 2007 with total page 17 pages. Available in PDF, EPUB and Kindle. Book excerpt: The "National Strategy for Victory in Iraq," issued in November 2005, implies a conditions-based linkage between the development of the Iraqi Security Forces (ISF) and the size and shape of the U.S. presence there. The Department of Defense (DoD) reported to Congress in November 2006 that although the Iraqi Ministry of Defense and Ministry of Interior had about 323,000 trained and equipped forces, there was a serious shortcoming for both Ministries in the planning and executing of their logistics and sustainment requirements. According to DoD, without a developed logistical system the ISF will require continued Coalition support. Today's testimony addresses the following: (1) the current state of the ISF's logistical capabilities, and (2) the challenges the ISF is facing to achieve logistical self-sufficiency. This testimony contains unclassified portions of a classified report that was issued on March 7, 2007. GAO's preliminary observations are based on audit work performed from January 2006 through March 2007.

Since 2003, the United States has reported obligating $642 billion for U.S. military operations in Iraq and provided about $24 billion for training, equipment, and other services for Iraqi security forces. To assist Congress in overseeing efforts to encourage the Iraqi government to contribute more toward the cost of securing and stabilizing Iraq, this report provides information on: (1) the amount and availability of Iraq's budget surplus or deficit; (2) the amount of Iraq's financial deposit balances; and (3) the extent to which Iraq has spent its financial resources on security costs. To conduct this audit, the report analyzed Iraqi financial data, reviewed U.S. and Iraqi documents, and interviewed U.S. and Iraqi officials. Charts and tables.
