Book excerpt: The United States, according to official U.S. national security statements and an avalanche of commentary since about 2016, is engaged in a long-term strategic rivalry with China and a lesser — but still critical — rivalry for influence with Russia. Many U.S. strategy documents refer to the concept of strategic competition, but the core idea — and increasingly the reality — of these relationships matches the classic historical concept of a great power rivalry. These rivalries, especially with China, promise to define U.S. foreign policy and national security challenges for decades. Yet most assessments of these rivalries tend to ignore the critical question of outcomes.This report is part of a larger project on the societal sources of national dynamism and competitive advantage. This research aims to identify historical modes of strategic success and failure in great power rivalries that offer lessons for the United States. The authors define categories of success and failure (in terms of such variables as control over territory, relative power, victory or defeat in war, international legitimacy, and social stability) and present detailed case studies on specific historical examples that are associated with success and failure. They also discuss the implications of the typologies of both kinds of outcomes for the rivalry with China.

Backed by a Rwanda-led regional coalition that drew support from Asmara to Luanda, the rebels of the AFDL marched over 1500 kilometers inseven months to crush the dictatorship. To the Congolese rebels and their Pan-Africanist allies, the vanquishing of the Mobutu regime represented nothing short of a "second independence" for Congo and Central Africa as a whole and the dawning of a new regional order of peace and security. Within fifteen months, however, Central Africa's "liberation peace" would collapse, triggering a cataclysmic fratricide between the heroes of the war against Mobutu and igniting the deadliest conflict since World War II. This book gives an account Africa's Great War. It argues that the seeds of Africa's Great War were sown in the revolutionary struggle against Mobutu- the way the revolution came together, the way it was organized, and, paradoxically, the very way it succeeded. In particular, the book argues that the overthrow of Mobutu proved a Pyrrhic victory because the protagonists ignored the philosophy of Julius Nyerere, the father of Africa's liberation movements: they put the gun before the unglamorous but essential task of building the domestic and regional political institutions and organizational structures necessary to consolidate peace after revolution.

This timely study sets out to assess the implications of this shift for the long-established U.S. military presence in Asia and the Pacific. This presence is anchored in a complex basing infrastructure that scholars—and Americans generally—too often take for granted. In remedying this state of affairs, this volume offers a detailed survey and analysis of this infrastructure, its history, the political complications it has frequently given rise to, and its recent and likely future evolution. American seapower requires a robust constellation of bases to support global power projection. Given the rise of China and the emergence of the Asia-Pacific as the center of global economic growth and strategic contention, nowhere is American basing access more important than in this region. Yet manifold political and military challenges, stemming not least of which from rapidly-improving Chinese long-range precision strike capabilities, complicate the future of American access and security here. This book addresses what will be needed to maintain the fundaments of U.S. seapower and force projection in the Asia-Pacific, and where the key trend lines are headed in that regard. This book demonstrates that U.S. Asia-Pacific basing and access is increasingly vital, yet increasingly vulnerable. It demands far more attention than the limited coverage it has received to date, and cannot be taken for granted. More must be done to preserve capabilities and access upon which American and allied security and prosperity depend.
