Since 9/11, both the UK and the U.S have significantly revamped their counter-terrorism approaches. The approaches apply, to varying degrees, three key policy instruments – intelligence, law enforcement and military force. However, the success or failure of these counter-terrorism strategies has never been satisfactorily validated. Analysts and policymakers alike have assumed success due to the inability of terrorists to conduct 7/7 and 9/11, respectively, scale attacks upon each state. This assumption has existed despite the fact that it fundamentally underestimates the impact of transnational terrorism. This volume provides an in-depth qualitative assessment of the three primary policy instruments implemented to counter the transnational threat of terrorism during the period 2001-2011; an approach somewhat neglected by the current body of literature which focuses on a purely quantitative methodology. Drawing upon previously unpublished data collected from interviews with policymakers, specialists and academics, the book fills this lacuna by ascertaining and analysing both the UK’s and USA’s counter-terrorism strategies and developing a holistic approach to understanding these strategies. This book will be of interest to students of terrorism and counter-terrorism studies, security studies and IR in general.

Details announced include: an annual growth rate of 2.5 per cent for 2006-07 with a forecast of 2.75 to 3.25 per cent for 2007-08; an inflation rate of two per cent this year; and public sector borrowing on course for a £16bn surplus over the economic cycle ending in 2010-11, with net borrowing set at £37 billion for this year and £36 billion next year, falling to £23 billion in the year to 2010-11. Measures announced in the 2006 Budget include: i) the climate change levy to be indexed in line with inflation from 2007, a new vehicle excise duty rate of £210 for the least fuel efficient cars (4x4 cars or SUVs) and the establishment of a new £1bn energy and environmental research institute funded by government and private industry; ii) measures to help to single parents into work and tackle child poverty including an increase in child benefit, child tax credit and childcare vouchers and a top-up to child trust fund accounts at the age of seven; iii) an increase in duty of nine pence on cigarettes and one pence on beer, with a freeze in duty on whisky and other spirits; iv) the exemption on stamp duty raised to £125,000 and a rise in the level of inheritance tax from £275,000 to £325,000; v) the level of investment in schools to rise from £5.6 billion to £8 billion a year; vi) free off peak national bus travel for pensioners in every part of the country; and vii) funding, in partnership with commercial sponsorship, to support top athletes to prepare for the 2012 Olympics.

Book excerpt: The £40bn Decent Homes Programme has had a positive effect on the living conditions of most social housing tenants, this report finds, but the Government has failed to invest enough resources in the parallel programme to improve homes occupied by vulnerable people in the private sector. The Government must also clarify future funding: it is still unclear how the elimination of the remaining backlog of disrepair (around 3 per cent of social homes) will be funded; and how much will be available to maintain standards in the future. The Government must prevent another backlog of disrepair from building up after the current programme comes to an end in 2010. Carbon emissions reduction targets mean that the entire UK housing stock must be made more energy efficient. The decent homes standard has an important part to play and should be updated to enable this. The use of arm's-length management organisations (ALMOs) to manage council housing has led to improved standards and better planning, though not all councils were able to follow this model. The decent homes standard remains a low benchmark, however. The target for decency applied to private housing should be retained and strengthened by creating a National Indicator for private sector accommodation. A clear long term target should be set at a national level to bring all private sector homes (not just those occupied by vulnerable people) up to the decent homes standard.
